WHEREAS, a continued delay will prevent the Swim Center from opening until mid <br /> July. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br /> CITY OF EVERETT THAT: <br /> 1. Council hereby declares that an emergency exists due to unforeseen <br /> circumstances beyond the control of the City which presents the inability to provide the <br /> continued services to the citizens of Everett; and <br /> 2.
