CITY OF EVERETT £77 <br /> RESOLUTION NO. 5742 <br /> A Resolution Amending the Community Renewal Plan <br /> for the ASARCO Site and Surrounding Area in Northeast Everett <br /> WHEREAS, on July 21,2004, the City Council adopted Resolution No. 5504, finding <br /> that the former ASARCO Smelter area located in the City of Everett was a"blighted <br /> area" under RCW 35.81.050 and that the rehabilitation, redevelopment, or a combination <br /> thereof, of such area was necessary in the interest of the public health, safety, morals, or <br /> welfare of the residents of the City of Everett; and <br /> WHEREAS, on July 21,2004, the City Council adopted Resolution No. 5505, <br /> designating the Everett Housing Authority of the City of Everett created under RCW <br /> 35.82 to serve as the community renewal agent and thereby authorizing the Housing <br /> Authority to prepare a Community Renewal Plan; and <br /> WHEREAS,the Everett City Council adopted Resolution No. 5525 on September 8, <br /> 2004, adopting a Community Renewal Plan proposed by the Everett Housing Authority <br /> authorizing the redevelopment of the blighted area, including "Design and Development <br /> Parameters for Redevelopment Area"that authorized up to 85 dwelling units, and <br /> establishing a standard for the entire community renewal plan area for not more than 70% <br /> attached dwelling units; and <br /> WHEREAS,the Everett Housing Authority has proceeded to complete cleanup of the <br /> blighted ASARCO smelter area and has identified a developer to accomplish the <br /> redevelopment of the smelter area called for in the Community Renewal Plan; and <br /> WHEREAS,the Everett Housing Authority and the prospective developer have added <br /> additional property to the smelter area redevelopment site and have determined that <br /> developing 90 single family attached dwellings on fee simple lots is required to recover <br /> costs associated with the cleanup of the fenced area and to satisfy the standards of the <br /> Community Renewal Plan; and <br /> WHEREAS, the City has provided notice of the proposed amendments to the Community <br /> Renewal Plan in accordance with EMC Title 15 (Local Project Review Procedures); and <br /> WHEREAS,the City Council conducted a public hearing on March 15, 2006 to consider <br /> the amendments to the Community Renewal Plan; and <br /> WHEREAS, the City Council finds the following: <br />
