CITY OF EVERETT £77 RESOLUTION NO. 5742 A Resolution Amending the Community Renewal Plan for the ASARCO Site and Surrounding Area in Northeast Everett WHEREAS, on July 21,2004, the City Council adopted Resolution No. 5504, finding that the former ASARCO Smelter area located in the City of Everett was a"blighted area" under RCW 35.81.050 and that the rehabilitation, redevelopment, or a combination thereof, of such area was necessary in the interest of the public health, safety, morals, or welfare of the residents of the City of Everett; and WHEREAS, on July 21,2004, the City Council adopted Resolution No. 5505, designating the Everett Housing Authority of the City of Everett created under RCW 35.82 to serve as the community renewal agent and thereby authorizing the Housing Authority to prepare a Community Renewal Plan; and WHEREAS,the Everett City Council adopted Resolution No. 5525 on September 8, 2004, adopting a Community Renewal Plan proposed by the Everett Housing Authority authorizing the redevelopment of the blighted area, including "Design and Development Parameters for Redevelopment Area"that authorized up to 85 dwelling units, and establishing a standard for the entire community renewal plan area for not more than 70% attached dwelling units; and WHEREAS,the Everett Housing Authority has proceeded to complete cleanup of the blighted ASARCO smelter area and has identified a developer to accomplish the redevelopment of the smelter area called for in the Community Renewal Plan; and WHEREAS,the Everett Housing Authority and the prospective developer have added additional property to the smelter area redevelopment site and have determined that developing 90 single family attached dwellings on fee simple lots is required to recover costs associated with the cleanup of the fenced area and to satisfy the standards of the Community Renewal Plan; and WHEREAS, the City has provided notice of the proposed amendments to the Community Renewal Plan in accordance with EMC Title 15 (Local Project Review Procedures); and WHEREAS,the City Council conducted a public hearing on March 15, 2006 to consider the amendments to the Community Renewal Plan; and WHEREAS, the City Council finds the following:
