1. The Everett Housing Authority, acting as the City's redevelopment agent as <br /> provided by City Council Resolution No. 5505, has expended considerable effort <br /> and financial resources to complete the cleanup of the blighted property within the <br /> fenced area to prepare it for redevelopment. <br /> 2. The Everett Housing Authority requested proposals from potential developers of <br /> the fenced area in accordance with the Community Renewal Plan adopted by City <br /> Council Resolution No. 5525,which resulted in only one qualified developer <br /> submitting a proposal for redevelopment of the fenced area. <br /> 3. The Everett Housing Authority and its selected developer have determined that <br /> certain amendments to the Community Renewal Plan are necessary to make the <br /> redevelopment of the fenced area financially feasible, and has proposed such <br /> amendments to the Community Renewal Plan as identified in Attachment 1, <br /> including a revised development concept plan, increasing the acreage of the <br /> redevelopment area, increasing anticipated number dwellings from 85 to 90, and <br /> increasing the percentage of attached dwellings within the Community Renewal <br /> Plan area to not exceed 80% of the total number of dwellings. <br /> AND, WHEREAS,the City Council concludes the following: <br /> 1. The proposed amendments to the Community Renewal Plan are consistent with <br /> the applicable provisions of the Everett Comprehensive Plan. <br /> 2. The proposed amendments to the Community Renewal Plan bear a substantial <br /> relation to the public health, safety and welfare. <br /> 3. The proposed amendments promote the best long term interests of the Everett <br /> community. <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br /> CITY OF EVERETT: <br /> Section 1. The Community Renewal Plan adopted by City Council Resolution No. <br /> 5525 is hereby amended to incorporate the changes identified in Attachment 1. <br /> Section 2. Any future project specific redevelopment proposal for the redevelopment <br /> area must be consistent with the standards of the R-1A zone and the "Design and <br /> Development Parameters for Redevelopment Area" contained in the attached revised <br /> Attachment 1. <br />
