ATTACHMENT 1 <br /> The tract has a high percentage of children as residents, the fifth highest <br /> percentage in the County (33.1% compared to the County average of <br /> 27.4%). <br /> Ecology found in the FCAP/FEIS that the area raises health concerns <br /> because children are susceptible to health problems from ingestion of <br /> arsenic and lead contamination in the course of their normal activities in <br /> residential yards (page xvii). <br /> Due to the actions related to the discovery of contamination from the Smelter site <br /> there are a substantial number of vacant lots in the area. The remaining houses <br /> are a mix of well-kept houses reflective of some of the better housing stock in <br /> North Everett and other structures in lesser conditions with some bordering on <br /> dilapidated. The stigma of a portion of the area being vacant, fenced and signed <br /> as "dangerous" clearly creates a stigma that, when combined with the other <br /> demographic factors, acts as a significant deterrent to private investment that <br /> would work to reverse the trends in that tract. <br /> In addition, Asarco and the federal trust fund established for cleanup of former <br /> Asarco facilities has had limited resources to make available to complete the <br /> cleanup of the Everett Smelter Site. The Plan would enable an important <br /> component of the cleanup to be funded by the sale of remediated and <br /> rehabilitated property, meeting both public health and housing needs at the <br /> same time. <br /> From an urban planning perspective, the Redevelopment Area is located in an <br /> area that the Everett Comprehensive Plan designates as a "Gateway." It is a <br /> gateway to both the north end of the City as well as to census tract 402, but its <br /> current impaired condition does not provide a suitable portal to the City's north <br /> entrance. <br /> Community Renewal Plan-page 10 <br />
