ATTACHMENT 1 <br /> 5.3 Plan Objectives <br /> The aim of the renewal project is to reverse as many of the blighted conditions <br /> and negative trends as possible. These include the following specific objectives: <br /> A. Eliminate the need for a permanent on-site containment cell (landfill) <br /> on the site. <br /> B. Remove the contamination from the Redevelopment Area and make <br /> the property available for single-family residential use. <br /> C. Use the value from clean property to help finance the cleanup. <br /> D. Redevelop the area in a manner consistent with the current <br /> Comprehensive Plan designation for the area. <br /> E. Have an appropriate mix of attached and detached housing. <br /> F. Increase the number of owner occupied housing units in census tract <br /> 402. <br /> G. Utilize design criteria to ensure that the new residences are of a high <br /> quality and have a look that is compatible with the "North Everett <br /> look" and implement a development concept that creates a generally <br /> higher standard of development than has existed in this area. <br /> H. Provide amenities that restore and enhance the livability of the <br /> neighborhood, including open spaces, recreational opportunities, and <br /> attractive landscaping. <br /> I. Use the above design standards and owner-occupancy requirements to <br /> assure neighborhood quality, while increasing the density of existing <br /> housing development in the area to that allowed in the Comprehensive <br /> Plan, in order to generate enough funding to cover the cleanup <br /> objectives. <br /> J. Create a project that can be used as a benchmark or guide for <br /> additional redevelopment in the area, including potential EHA <br /> projects. <br /> 6. Land Acquisition, Demolition, Cleanup, and Site Preparation <br /> In December 2003, EHA signed an option with Asarco to purchase the Fenced <br /> Area and 15 adjacent residential properties owned by Asarco. In June 2004, EHA <br /> and Asarco signed a Purchase and Sale Agreement and related Remediation <br /> Agreement. When Asarco meets the conditions in the agreements, EHA will take <br /> title to the properties Asarco currently owns in the Redevelopment Area (see <br /> map in Exhibit A). <br /> Community Renewal Plan-page 11 <br />
