The redevelopment entity will <br /> be responsible for of installing the streets and utilities, as part of the <br /> redevelopment projects. <br /> As required by the FCAP, Final Design Report, Prospective Purchaser Consent <br /> Decrees, and related documents, several plans will be prepared or updated by <br /> EHA or its designee for City approval prior to redevelopment, including: <br /> • Transportation Plan <br /> • Landscape Plan <br /> • Final Site Restoration Plan <br /> • Final Program of Institutional Controls and Monitoring <br /> In the objectives for this Plan several benchmarks specifically related to the <br /> redevelopment were listed. These are: <br /> ✓ Redevelop the Smelter property in single-family housing. <br /> ✓ Use creative and flexible standards to increase the density of the housing <br /> development to that allowed in the Comprehensive Plan to generate <br /> enough funding to address the cleanup objectives. <br /> ✓ Implement a development that creates a new and higher standard of <br /> development than has existed in this portion of the City. <br /> ✓ Utilize design criteria to ensure that the new residences have a quality and <br /> a look that is compatible with the "North Everett look". <br /> ✓ Have an appropriate mix of attached and detached housing. <br /> ✓ Provide amenities that enhance the livability of the neighborhood, <br /> including open spaces, recreational opportunities, and attractive <br /> landscaping. <br /> ✓ Create a project that can be used as a benchmark or guide for additional <br /> redevelopment in the area, including potential EHA projects. <br /> To obtain these goals the guidelines attached as Exhibit G have been developed. <br /> These guidelines are intended to be a flexible framework for the City to utilize in <br /> reviewing actual redevelopment project proposals under the other applicable <br /> City codes and standards in order to meet the above objectives. To maximize the <br /> allowed density for the redevelopment it is anticipated that the land within the <br /> area will be redeveloped as a land condominium. Under that approach the <br /> residential units are designated for separate ownership and the remainder of the <br /> land in the redevelopment area is designated for common ownership solely by <br /> the owners of the residences.
