ATTACHMENT 1 <br /> attainment of density including greater ease in addressing the institutional <br /> controls on the land and a mechanism for encouraging owner-occupied housing. <br /> 9. Consistency with RCW 35.81 and Everett Comprehensive Plan <br /> This section summarizes the Plan's consistency with the Everett Comprehensive <br /> Plan and the required criteria for a Plan under the Community Renewal Law (see <br /> Section 4 above for plan requirements in RCW 35.81): <br /> A. A community renewal plan shall be consistent with the <br /> comprehensive plan or parts thereof for the municipality as a whole. <br /> The redevelopment is necessary to the cleanup of the Asarco site. The cleanup of <br /> the Asarco site is necessary for the property to be used under its current <br /> Comprehensive Plan designation. Re-use of this site as a high density single <br /> family residential neighborhood is consistent with and accomplishes many goals <br /> of the Comprehensive Plan. These include the following: <br /> a. "increasing residential densities while maintaining a sense of community"(Page <br /> I-3 This is a common element to the four "guiding forces" to Everett's <br /> Comprehensive Plan.) The elements included in the Plan ensure this is <br /> accomplished. <br /> b. "Rather than accommodating a higher population level for the city by rezoning <br /> single family areas to multiple family, more subtle methods allowing more <br /> housing in neighborhoods throughout the city will be promoted, with an emphasis <br /> on quality and design character of higher density housing in all areas of the <br /> community. Increasing opportunities for home ownership is a high priority." <br /> (Page I-12, Item 2). This Plan accomplishes the goals stated here. <br /> c. "Encouraging concentration is a fiscally efficient way of providing public <br /> facilities and services. It allows increased utilization of the existing capacity of <br /> these facilities, rather than requiring that new facilities be built to serve a <br /> relatively low number of users." (Page LU-13, III E: Why Everett Encourages <br /> Concentrated Development in Selected Areas: #2) This Plan accomplishes <br /> the goals stated here. <br /> d. "Concentrating development in specific locations within the urban area allows <br /> protection of environmentally sensitive areas as well as rural and resource lands <br /> outside of urban areas, without decreasing the overall quantity of development <br /> permitted."
