ATTACHMENT 1 <br /> 1. Executive Summary <br /> This document is a Community Renewal Plan (Plan) for the residential area in <br /> northeast Everett located next to the former Asarco Smelter (Redevelopment <br /> Area). This area was contaminated from past industrial uses that were <br /> discovered around 1990. The neighborhood has been adversely impacted by the <br /> contamination and by the demolition of more than 20 homes in the <br /> neighborhood. The City Council has made formal findings that the area's <br /> present condition depreciates property values, retards the provision of housing <br /> accommodations, constitutes and economic and social liability, and substantially <br /> impairs the planned growth of the City. <br /> The goal of the Plan is to accomplish a cleanup of the area and then to redevelop <br /> and restore the area as a single-family residential neighborhood. The residences <br /> will be developed to improve the neighborhood and to increase the number of <br /> owner-occupied units. The City of Everett has designated the Housing <br /> Authority of the City of Everett (EHA) as the community renewal agency to <br /> prepare this Plan, and to implement the Plan as the Plan may be approved and <br /> revised over time. <br /> The Plan provides for: <br /> Property acquisition - Acquisition by EHA of properties owned by Asarco <br /> Incorporated (Asarco) in the Redevelopment Area. <br /> Cleanup - Remediation of the Redevelopment Area to residential cleanup levels <br /> under the Washington State Department of Ecology (Ecology) Final Cleanup <br /> Action Plan/Final Environmental Impact Statement as amended (FCAP) for the <br /> Everett Smelter Site and related implementation plans, consent decrees and <br /> agreements. <br /> Site Preparation — Grading, capping with clean topsoil, and hydroseeding of the <br /> area where the former Asarco Smelter was located in the Redevelopment Area <br /> (commonly known as the Fenced Area) to prepare the site for residential <br /> redevelopment. <br /> Land Use/Rezone - Rezone of the Redevelopment Area from R-2 to R1-A to <br /> provide for the necessary and appropriate density to enable redevelopment and <br /> rehabilitation of the neighborhood. <br /> Community Renewal Plan-page 2 <br />
