ATTACHMENT 1 <br /> Conceptual Redevelopment Plan— Description of a redevelopment concept plan <br /> including future redevelopment guidelines relating to design, access, and home <br /> ownership to run with the land as a condition of the rezone. <br /> Selection of Redeveloper — EHA issuance of an RFQ/P and selection of a <br /> redevelopment entity for the cleaned up properties. The redevelopment entity <br /> would propose and implement specific redevelopment projects consistent with <br /> the Community Renewal Plan. <br /> Rehabilitated Homes — After remediation, rehabilitation by EHA or its <br /> contractor of between 8 and 15 existing homes acquired from Asarco in the <br /> Redevelopment Area, and re-sale of these homes. <br /> Sale of Other Remediated Properties — Sale by EHA to the redevelopment entity <br /> of the cleaned up properties after Ecology certifies the properties as having met <br /> the residential cleanup standards. <br /> All of the actions up until redevelopment are planned to be completed in the <br /> 2004-2006 time period. The timing of redevelopment with new homes will <br /> depend on the redevelopment entity and market conditions. <br /> 2. Introduction and Scope of Plan <br /> This document is a Community Renewal Plan (Plan) for a portion of northeast <br /> Everett adjacent to the location of the former Asarco Smelter, referred to as the <br /> "Redevelopment Area" (see Section 3 below). The entire area contaminated by <br /> the former smelter has been designated by Ecology as a state cleanup site <br /> commonly referred to as the "Everett Smelter Site" (see Section 5.1 on history of <br /> the site). <br /> Washington State has adopted a Community Renewal Law (Chapter 35.81 of the <br /> Revised Code of Washington, or simply RCW 35.81). The Community Renewal <br /> Law was developed to "enhance the ability of municipalities to act effectively <br /> and expeditiously to revive "blighted areas." "Blighted areas" include those that <br /> due to the existence of circumstances, including "hazardous soils, substances, or <br /> materials,"insanitary or unsafe conditions,""substantially impairs or arrests the sound <br /> growth of the municipality or its environs, or retards the provision of housing <br /> accommodations; constitutes an economic or social liability; and/or is detrimental, or <br /> Community Renewal Plan-page 3 <br />
