ATTACHMENT 1 <br /> All that portion of the South half of the Southeast Quarter of Section 8, Township <br /> 29 North, Range 5 East, W.M., in Snohomish County, Washington described as <br /> follows: <br /> Beginning at a point of intersection with the Westerly Right Of Way margin of <br /> East Marine View Drive and the South line of the South half of the Southeast <br /> Quarter of said Section 8; thence Westerly along the South line of said Section 8 <br /> to the Westerly Right Of Way margin of Balsam Lane; thence Northwesterly <br /> along said Westerly margin of Balsam Lane to the Easterly Right Of Way margin <br /> of Highway 99 (North Broadway); thence Northeasterly and Easterly along said <br /> Easterly margin of Highway 99 (North Broadway) to the Westerly Right Of Way <br /> margin of said East Marine View Drive; thence Southerly along said Westerly <br /> margin of East Marine View Drive to the Point Of Beginning; Containing <br /> approximately 18 acres more or less; Situated in the City of Everett, County of <br /> Snohomish, State of Washington. <br /> 4. Plan Requirements <br /> RCW 35.81 provides the following specific requirements for a community <br /> renewal plan, which are addressed in the following sections: <br /> "Community renewal plan" means a plan, as it exists from time to time,for <br /> a community renewal project or projects, which plan (a) shall be consistent <br /> with the comprehensive plan or parts thereof for the municipality as a <br /> whole; (b) shall be sufficiently complete to indicate such land acquisition, <br /> demolition, and removal of structures, redevelopment, improvements, and <br /> rehabilitation as may be proposed to be carried out in the community <br /> renewal area; zoning and planning changes, if any, which may include, <br /> among other things, changes related to land uses, densities, and building <br /> requirements; and the plan's relationship to definite local objectives <br /> respecting appropriate land uses, improved traffic, public transportation, <br /> public utilities, recreational and community facilities, and other public <br /> improvements; (c) shall address the need for replacement housing, within <br /> the municipality, where existing housing is lost as a result of the <br /> community renewal project undertaken by the municipality under this <br /> chapter; and (d) may include a plan to address any persistent high levels of <br /> unemployment or poverty in the community renewal area. <br /> Community Renewal Plan-page 6 <br />
