ATTACHMENT 1 <br /> This Plan is based on a "phased review" approach. Overall, the City of Everett <br /> land use process has three main phases or steps, so that the environmental and <br /> land use considerations are evaluated together at the earliest time and at each <br /> meaningful point in the planning and decisionmaking process: <br /> 1. The FCAP/FEIS, which evaluated the cleanup and future land use <br /> alternatives and their consistency with the comprehensive plan and <br /> zoning (already completed); <br /> 2. The areawide rezone and Community Renewal Plan, including the <br /> guidelines for future redevelopment, which are "plan-level" decisions (this <br /> is the current phase, although the Plan may be revised or updated in the <br /> future); and <br /> 3. Specific redevelopment project proposals and local project review, <br /> including project-specific SEPA environmental review, of these projects <br /> and associated infrastructure (future "project-level" actions). <br /> The scope of the current Community Renewal Plan is generally at the second <br /> level described above. Except for the rehabilitation of up to 15 existing Asarco <br /> Houses, which are project actions covered by this Plan, the Plan provides the <br /> overall concept and framework for future redevelopment. <br /> Future redevelopment projects will be evaluated for consistency with the <br /> guidelines in this Plan and with City development regulations (see Section 7 of <br /> this Plan). <br /> 3. Community Renewal Area <br /> The Everett City Council has designated an approximate 18-acre area next to the <br /> former smelter, current zoned R-2, as a "blighted area" under the state <br /> Community Renewal Law. See Exhibit A (Resolution No. 5503), which includes <br /> a map of the area. Under the Community Renewal Law, a blighted area <br /> designated as appropriate for a community renewal project is considered a <br /> community renewal area. In this Plan and in related documents, the community <br /> renewal area is referred to as the "Redevelopment Area." <br /> The Redevelopment Area is the area generally bounded by Broadway, East <br /> Marine View Drive, and the rear yard of the lots on Hawthorne and Butler <br /> Streets (see maps in Exhibits A and E).
