RESOLUTION NO. 5687 <br /> A Resolution establishing change order authority on the Regional Fare <br /> Coordination (Smart Card) Project <br /> WHEREAS,the City entered into an Interlocal Agreement with the Washington State Ferry <br /> System, Community Transit, Sound Transit, King County Metro, Kitsap Transit and Pierce <br /> Transit in a project to create "smart cards" to replace the current Puget Pass regional fare media; <br /> and <br /> WHEREAS, each agency has committed resources to the Smart Card project; and <br /> WHEREAS, the overall project is managed by a Regional Team comprised of representatives <br /> from each signator of the Interlocal Agreement; and <br /> WHEREAS, the agencies agreed to pay their proportionate share of the Regional Team project <br /> management costs; and <br /> WHEREAS, the agencies jointly contracted with ERG for the development and implementation <br /> of a smart card system including items such as card readers, computer and network equipment, <br /> and financial clearinghouse software; and <br /> WHEREAS, the agencies jointly contracted with IBI to provide technical expertise to the <br /> agencies; and <br /> WHEREAS, the Interlocal Agreement and contracts with ERG and IBI have been modified in <br /> the past and will likely be amended in the future; and <br /> WHEREAS, as the project progresses new tasks are expected to be identified for the Regional <br /> Team that may increase shared project management costs; and <br /> WHEREAS, all changes to the Interlocal Agreement and these contracts must currently be <br /> approved by City Council, even if a change to the Interlocal Agreement or contracts has no affect <br /> on the City of Everett; and <br /> WHEREAS, the project and contracts could be administered more efficiently if City Council <br /> were to authorize the Mayor or his or her designee to agree to and execute Interlocal Agreement <br /> and contract changes within limits established by City Council in this resolution; and <br />
