At times these lines (both the North Line and the South Line) carry power <br /> from both BPA and the Jackson Project and, in the event of outage or other emergency, <br /> might carry power to or from Puget Sound Energy. <br /> The Jackson Loop—including the South Line—is used to transmit electricity from <br /> other sources in addition to the Jackson Project, such as electricity from BPA and, under <br /> certain circumstances, Puget Sound Energy. The use of non-project power sources <br /> allows the PUD to service the Goldbar, Sultan, Woods Creek, and West Monroe <br /> substations and provide backup capability to PUD substations served by the Jackson <br /> Loop. This occurs, for example,when the Jackson Project is not generating or the loads <br /> exceed the powerhouse capacity at full generation. <br /> III. DISCUSSION <br /> The Commission should delete the South Line from the Project boundary because <br /> it is no longer a"primary line" for the Project. Section 3(11) of the FPA defines <br /> "project"to consist of, among other things, ". . . the primary line or lines transmitting <br /> power therefrom to the point of junction with the distribution system or with the <br /> interconnection transmission system. . . ." 16 U.S.C. § 796(11). A project's primary <br /> transmission line(s) are defined in Section 3(11) as the line or lines "transmitting power <br /> [from the hydroelectric project] to the point of junction with the distribution system or <br /> with the interconnected primary transmission system." The Commission has further <br /> refined the definition of a primary line to include only lines used solely to transmit power <br /> from the licensed project to load center, and without which there would be no way to <br /> 4 <br />
