EXHIBIT C;. <br /> TECHNICAL ACCEPTANCE STANDARDS <br /> 1. Placement and Compaction of Debris Fill (Lots 45-B, 45-C, 45-D and 45-E)—Placement <br /> and compaction of debris fill placed in the landfill area shall conform to the attached <br /> recommendations provided by GeoEngineers, as approved by the City of Everett Parks <br /> and Recreation Department. <br /> 2. Rough Grading—Rinker shall provide rough grading on the Transfer Lots (45-A,45-B, <br /> 45-C, 45-D and 45-E). The City of Everett Parks and Recreation Department will <br /> provide to Rinker a grading plan showing proposed finish elevations. Rough grade <br /> elevation shall be defined as 1.0 feet below the finish elevations shown on the grading <br /> plan. Rough grading shall also be consistent with the Amended Permit. <br /> Rinker will provide earthwork including cut, fill, grading and compaction to prepare the <br /> site to this rough grade elevation within the specified tolerance (±0.3 feet). <br /> Grading and compaction for Lot 45-A conforms to the requirements and <br /> recommendations as described in Section 4 of the attached"Southwest Everett Athletic <br /> Fields Geotechnical Report"dated 28 June 1999 by Shannon and Wilson, Inc. and the <br /> attached recommendations provided by GeoEngineers. (This work has been <br /> satisfactorily completed.) <br /> Grading and compaction for Lots 45-B, 45-C, 45-D and 45-E shall conform to the <br /> requirements and recommendations as described in the recommendations provided by <br /> GeoEngineers, as approved by the City of Everett Parks and Recreation Department In <br /> addition, on Lot 45-D within the top five feet of the fill, lift size shall be limited to a <br /> maximum loose lift size of 12" in depth and compaction shall be required to achieve 90% <br /> of'the maximum relative density as determined by ASTM D-1557,(Modified Proctor <br /> method.) <br /> 3. A minimum of the top 2.0 feet of the rough graded earthwork fill shall be granular <br /> material defined as structural fill in the aforementioned reports or as approved by the City <br /> of Everett Engineering Department. Structural fill is hereby defined as a reasonably <br /> well-graded(from coarse to fine) sand or sand and gravel, free of organic material and <br /> debris,with a maximum particle size of about 3inches. It should contain no more than <br /> 5% fines (material passing a#200 sieve), by weight,based upon wet sieving of the minus <br /> 3/4 inch fraction. Material meeting the requirements of the WSDOT/APWA Standard <br /> Specifications for Gravel Base or Gravel Borrow shall also be deemed acceptable for <br /> structural fill. <br /> 4. Rinker shall perform compaction testing on the fill to assure that the compaction meets <br /> the recommendations as described in the GeoEngineers and Shannon and Wilson <br /> 2004 Revised Development Agreement <br /> 39 <br /> 8/16/2005 <br />
