3 <br /> SECTION IV: PROJECT NEED <br /> A. This section identifies the local conditions that the community wants to create,enhance, or change. Describe the <br /> community's situation,the opportunities it embraces or problems it faces. Describe how your community determines its <br /> most important needs. <br /> Everett is an incorporated City with a population of 100,000 people. The City of Everett's(City)sewage collection and <br /> treatment system provides sewer service to residential, industrial,and commercial customers within four jurisdictions: 1) <br /> City of Everett,2)Alderwood Water and Sewer District,3)Silver Lake Water and Sewer District, and 4)City of Mukilteo <br /> with combined population of approximately 140,000 people. The City's sewer system plays a vital role in the protection of <br /> the public health of the population it serves. In addition,the system protects natural bodies of water,rivers, lakes,streams <br /> from pollutants, and minimizes harmful impacts to the natural environment. The purpose of the Comprehensive Sewer Plan <br /> is to provide a road map and direction for maintaining,upgrading and expanding the existing system tocontinue to meet the <br /> needs of the citizens it serves, and to be able to allow future development while protecting the natural environment. <br /> Everett has an aging sewer system with many components approaching 100 years old. In addition to the age of the system, <br /> the City's service area has experienced and continues to experience rapid growth,which is adding pressure on the system. <br /> The Comprehensive Sewer Plan will identify projects that will address growth, capacity, and physical condition of the <br /> system. Currently the City is experiencing basement flooding, sanitary and combined sewer overflows throughout its service <br /> area. These basements flooding and overflows pose serious health risks to the served citizens and environmental problems <br /> and degradation of quality to the receiving waters where the overflows occur. In addition to identifying the improvement <br /> projects,the Plan will also rank these projects with respect to importance and urgency, and will provide a schedule for the <br /> construction of these improvements. <br /> B. Provide a Scope of Works for the project. Specify major tasks, milestones,participants,area of coordination, and the <br /> final product expected from your proposed project(see Guidelines for Public Works Board Standards on Capital <br /> Facilities Plans). Be specific in your response. <br /> The objective of this study is to develop a detailed comprehensive planning document that can be used by City staff to <br /> implement the required improvements to the existing City facilities and results in an agreed upon Capital Improvement <br /> Program (CIP). The product of this study will be a Comprehensive Sewer Plan that meets the requirements of Washington <br /> Administrative Code (WAC) 173-240-050 with recommendations for sewer improvements and expansion projects,opinions <br /> of probable construction costs and prioritization of projects for implementation. The scope of work for this study includes <br /> the following major tasks: <br /> 1) Review Existing Data and Growth Projections <br /> a) Milestones: Start: 4/17/2003 Finish: 4/25/2003 <br /> b) Participants: Everett's Public Works staff and Consultant <br /> c) Work Product: List of reference documents and information,organized by subject area. <br /> 2) Develop Existing and Future Sewer Flow Criteria <br /> a) Milestones: Start: 4/2/2003 Finish: 5/23/2003 <br /> b) Participants: Everett's Public Works staff and Consultant <br /> c) Work Product: Technical memorandum on proposed design criteria and design standards for the entire sewer <br /> system. <br /> 3) Update the Hydraulic Model of the Existing Sewer System <br /> a) Milestones: Start: 4/2/2003 Finish: 5/8/2003 <br /> b) Participants: Everett's Public Works staff and Consultant <br /> c) Work Product: Updated and calibrated hydraulic sewer model <br /> b <br /> PWTF Planning Loan 5 Application Forms <br />
