7 • SNOHOMISH COUNTY HOME AGREEMENT This Agreement is made by and between Snohomish County (hereinafter "the County") and the City of Everett (hereinafter"the Agency"). WHEREAS, the County and the Agency on September 1, 1993 executed an Interlocal Cooperation Agreement for the County/City HOME Consortium for Federal program years 1994 through 1996, which was amended on November 3, 1993; and WHEREAS, the County and the Agency on June 28, 1996 executed an Interlocal Cooperation Agreement to continue the HOME Consortium for Federal program years 1997 through 1999; and WHEREAS, on June 30, 1999 the County and the Agency executed an Interlocal Cooperation Agreement to form a Consortium for Federal Fiscal Years 2000 through 2002 for the federal HOME Investment Partnership ("HOME") program administered by the U. S. Department of Housing and Urban Development ("HUD"); and WHEREAS, on June 26, 2002 the County and the Agency executed an Interlocal Cooperation Agreement to form a Consortium for Federal Fiscal Years 2003 through 2005 for the federal HOME Investment Partnership ("HOME") program administered by the U.S. Department of Housing and Urban Development ("HUD"); and WHEREAS, the above-named Consortium has been designated a Participating Jurisdiction under the HOME program and has received funding for Federal fiscal year 2001 to operate certain affordable housing activities described in an Final Rule of the Federal Register dated September 16, 1996, Amended 1997, CFR Part 92 and its subsequent amendments; and WHEREAS, the County, acting as lead agency, has chosen to use experienced agencies for the operation of a HOME-funded single-family homeowner rehabilitation program, as well as other HOME eligible activities, and the Agency has demonstrated a capacity to operate such programs using other Federal and State programs; and WHEREAS, the Agency has made application to the County for HOME funding for its Community Housing Improvement Program (CHIP) to rehabilitate owner-occupied homes for low-income individuals and families and has requested funding to engage in other HOME eligible activities; NOW, THEREFORE, in consideration of the mutual promises and agreements contained herein, the parties agree as follows: I. GENERAL AGREEMENT. The Agency hereby agrees to receive and utilize HOME funds in the amount of $486,862 (Four Hundred Eighty Six Thousand Eight Hundred Sixty Two Dollars) allocated by the County to undertake HOME activities to serve qualified low-income households within Everett's city limits, in accordance with the terms of the 2000 County/City HOME Consortium's HOME Program Description, developed and approved 42
