7 • <br /> SNOHOMISH COUNTY <br /> HOME AGREEMENT <br /> This Agreement is made by and between Snohomish County (hereinafter "the County") <br /> and the City of Everett (hereinafter"the Agency"). <br /> WHEREAS, the County and the Agency on September 1, 1993 executed an Interlocal <br /> Cooperation Agreement for the County/City HOME Consortium for Federal program <br /> years 1994 through 1996, which was amended on November 3, 1993; and <br /> WHEREAS, the County and the Agency on June 28, 1996 executed an Interlocal <br /> Cooperation Agreement to continue the HOME Consortium for Federal program years <br /> 1997 through 1999; and <br /> WHEREAS, on June 30, 1999 the County and the Agency executed an Interlocal <br /> Cooperation Agreement to form a Consortium for Federal Fiscal Years 2000 through <br /> 2002 for the federal HOME Investment Partnership ("HOME") program administered by <br /> the U. S. Department of Housing and Urban Development ("HUD"); and <br /> WHEREAS, on June 26, 2002 the County and the Agency executed an Interlocal <br /> Cooperation Agreement to form a Consortium for Federal Fiscal Years 2003 through <br /> 2005 for the federal HOME Investment Partnership ("HOME") program administered by <br /> the U.S. Department of Housing and Urban Development ("HUD"); and <br /> WHEREAS, the above-named Consortium has been designated a Participating <br /> Jurisdiction under the HOME program and has received funding for Federal fiscal year <br /> 2001 to operate certain affordable housing activities described in an Final Rule of the <br /> Federal Register dated September 16, 1996, Amended 1997, CFR Part 92 and its <br /> subsequent amendments; and <br /> WHEREAS, the County, acting as lead agency, has chosen to use experienced <br /> agencies for the operation of a HOME-funded single-family homeowner rehabilitation <br /> program, as well as other HOME eligible activities, and the Agency has demonstrated a <br /> capacity to operate such programs using other Federal and State programs; and <br /> WHEREAS, the Agency has made application to the County for HOME funding for its <br /> Community Housing Improvement Program (CHIP) to rehabilitate owner-occupied <br /> homes for low-income individuals and families and has requested funding to engage in <br /> other HOME eligible activities; <br /> NOW, THEREFORE, in consideration of the mutual promises and agreements <br /> contained herein, the parties agree as follows: <br /> I. GENERAL AGREEMENT. <br /> The Agency hereby agrees to receive and utilize HOME funds in the amount of <br /> $486,862 (Four Hundred Eighty Six Thousand Eight Hundred Sixty Two Dollars) <br /> allocated by the County to undertake HOME activities to serve qualified low-income <br /> households within Everett's city limits, in accordance with the terms of the 2000 <br /> County/City HOME Consortium's HOME Program Description, developed and approved <br /> 42 <br />
