The structural elements of the attached accessory <br /> structure are rotted and decaying and have lost their structural integrity. They are <br /> not capable supporting the loads required by the building code. The exterior walls are not plumb and are in <br /> danger of collapse. Rain <br /> gutters have holes, are obstructed, cracked and deteriorated. The downspouts are <br /> either deteriorated or broken and missing. The roof surface is no longer capable of <br /> preventing rain from infiltrating into either structure. (Testimony of <br /> Code Enforcement Officer Wathen) <br /> 13.Prior to the change in ownership, on October 17, 2011, City of Everett Code <br /> Enforcement Officer Spring Wathen condemned the property and placed a <br /> condemnation placard at the front entrance of the structure and on the exterior wall, <br /> alley side of the structure. Pursuant to the condemnation, neither of the structures on <br /> the property may not occupied. (Testimony of Code Enforcement Officer Wathen) <br /> 14.On October 17, 2012, Code Officer Wathen observed two teenagers walk from <br /> Everett High School to the area between the main structure and the accessory <br /> building to smoke.
