May 6, 2015 <br /> Council Member Roberts suggested the Council move to some form of <br /> committee structure as the current procedures and practices provide a <br /> limitation as to how the Council performs its job as a legislative body. He <br /> also suggested that annual Council retreats be scheduled in January, <br /> which might be helpful to discuss critical issues. <br /> Council Member Moore suggested council members spend additional time <br /> discussing the issues at one or more future council meetings rather than <br /> developing individual resolutions. Council Member Moore agreed with <br /> previous comments regarding more careful scheduling and the need for <br /> more consistency in providing council liaison reports. <br /> President Bader commented on the difficulty in responding to citizen <br /> comments or questions without being able to discuss with other council <br /> members due to Open Public Meetings Act restrictions. <br /> Discussion ensued regarding Council Member Moore's recommendation <br /> that council members bring forward suggestions for future discussion so <br /> that those suggestions may be resolved and formally voted on at a future <br /> meeting. <br /> Mayor Stephanson commented about structuring committees to meet <br /> before the City Council meeting formally begins, which would provide an <br /> opportunity for the public, as well as council members who are not part of <br /> that committee, to participate by listening. <br /> Council President Bader stated the consensus of council members called <br /> for further discussions prior to revisions being made to the Council Rules <br /> of Procedure. <br /> Ramsey Ramerman, Legal, commented on the use of sub-committees <br /> and the requirements and risks associated with the Open Public Meetings <br /> Act. <br /> 130 <br />
