May 6, 2015
Council Member Roberts suggested the Council move to some form of
committee structure as the current procedures and practices provide a
limitation as to how the Council performs its job as a legislative body. He
also suggested that annual Council retreats be scheduled in January,
which might be helpful to discuss critical issues.
Council Member Moore suggested council members spend additional time
discussing the issues at one or more future council meetings rather than
developing individual resolutions. Council Member Moore agreed with
previous comments regarding more careful scheduling and the need for
more consistency in providing council liaison reports.
President Bader commented on the difficulty in responding to citizen
comments or questions without being able to discuss with other council
members due to Open Public Meetings Act restrictions.
Discussion ensued regarding Council Member Moore's recommendation
that council members bring forward suggestions for future discussion so
that those suggestions may be resolved and formally voted on at a future
meeting.
Mayor Stephanson commented about structuring committees to meet
before the City Council meeting formally begins, which would provide an
opportunity for the public, as well as council members who are not part of
that committee, to participate by listening.
Council President Bader stated the consensus of council members called
for further discussions prior to revisions being made to the Council Rules
of Procedure.
Ramsey Ramerman, Legal, commented on the use of sub-committees
and the requirements and risks associated with the Open Public Meetings
Act.
130
