May 6, 2015 <br /> Howie and Melinda Bargreen, Everett, expressed concern about bank <br /> stabilization and safety impacts on their property, which is adjacent to the <br /> proposed project. <br /> Tom Ehrlichman, Dykes Ehrlichman PS, spoke on behalf of the Bargreens <br /> regarding the resolution and asked council members to allow a two to <br /> three week delay to obtain permitting details. He also urged the Council to <br /> require compliance and mitigation by BNSF. <br /> Council Member Murphy asked that additional information be provided <br /> prior to next week's meeting. <br /> City Attorney Iles stated that Washington State Department of <br /> Transportation, BNSF, and City staff will be in attendance at next week's <br /> City Council meeting to answer questions. <br /> Review City Council Rules of Procedure for the conduct of Council <br /> Presented by Council President Bader <br /> President Bader stated that this item was the result of a request several <br /> weeks ago by Council Member Roberts, with the concurrence of Council <br /> Member Tuohy, to discuss Council rules and procedures. <br /> Council Member Murphy stated the frequency and consistency of <br /> televised meetings each week works well. He recommended more <br /> consistency and effort by council members in providing liaison reports. <br /> Council Member Tuohy stated that she would like to see more careful <br /> scheduling when briefing topics are meaty so that citizens don't have to <br /> wait long periods of time. <br /> Council Member Stonecipher concurred with Council Member Tuohy <br /> regarding the structure of meetings.. She commented on the subject of <br /> committees, the lack of a forum for discussing topics or ideas unless they <br /> are coming forward for Council action, and the separation between <br /> Council and City staff. Council Member Stonecipher also commented on <br /> the possibility of conducting a public survey to gain input regarding <br /> Council procedures. <br /> 129 <br />
