May 13, 2015 <br /> COUNCIL <br /> Council Member Tuohy stated that Everett Police Officer Eddie Golden <br /> provided safety training to the staff of the Schack Art Center this morning. <br /> She encouraged other businesses to take advantage of this training. <br /> Council Member Stonecipher expressed safety concerns related to the <br /> closure of the Howarth Park overpass and lack of access to the beach. <br /> She suggested that signs be placed in the park to provide information <br /> regarding alternative routes. Paul Kaftansi, Parks, stated that staff signed <br /> various parts of the park today to indicate the closures, the bridge will be <br /> physically shut off tomorrow morning, and park rangers will provide <br /> emphasis patrols in the park. He stated that the city's website will also be <br /> updated to provide information regarding alternative locations for citizens <br /> to utilize. <br /> Council Member Stonecipher stated that she received comments from <br /> citizens in north Everett regarding a letter from the city of Everett <br /> indicating the opportunity to receive reimbursement for any future flood <br /> damage has ended. She questioned the definition of "properly <br /> maintained" as it applies to backwater valves and how citizens who are <br /> maintaining their own backwater valves can prove valves are being <br /> maintained. Council Member Stonecipher also questioned whether the <br /> city would compensate an individual if their backwater valve fails, even <br /> though it was installed correctly and maintained. <br /> Dave Davis, Public Works, responded to her questions. <br /> CAA/CFO Bryant, Administration, stated that she would schedule Grant <br /> Moen, Utilities, and Tim Benedict, Legal, to attend a future City Council <br /> meeting to answer questions. <br /> Council Member Roberts commended staff on the good work they've <br /> done regarding the Broadway Bridge Replacement project. <br /> Council Member Roberts spoke regarding his attendance at the Puget <br /> Sound Regional Council meetings dealing with transportation and growing <br /> transit communities. He expressed his appreciation for the work done by <br /> staff related to Sound Transit 3 alignments. <br /> 138 <br />
