As such, further regulation <br /> on the sales of these drugs were enacted in order to reduce the threat that methamphetamine presents to the <br /> people of the state. Specifically, the new state law makes it unlawful for any person to sell or distribute <br /> ephedrine products unless the person is licensed or registered by the Department of Health under the statute <br /> concerning pharmacists or is a practitioner as defined in statute. Also,practitioners who are authorized to <br /> prescribe drugs may sell,transfer or otherwise furnish ephedrine products only as long as a single transaction <br /> does not exceed the three-package,three-gram limitation that currently exists for other vendors. Finally, <br /> under certain circumstances,the Board of Pharmacy may exempt some ephedrine products from the sales <br /> restrictions. The Everett City Council deems it appropriate for the City Criminal Code to be consistent with <br /> state law in this area. <br /> RECOMMENDATION (Exact action requested of Council): Adopt an Ordinance Relating to Restrictions <br /> on Precursor Drugs,Amending Section 1 of Ordinance No. 2541-01 (EMC 10.39.010)and Section 3 or <br /> Ordinance No. 2541-01 (EMC 10.39.030). <br /> 3 <br />
