Don W'ood of the Planning Staff summarized the staff report as foUows and showed a slide
' of the site. In order to receive preliminary short plat approval of a two lot short plat, the
• applicant is requesting approval of an casement access to the proposed rear lot. The
existing driveway will be moved from its present location ahutting the east property line
a position abutting the west property line and this driveway will serve both lots which
will 'ue consistent with City Council policy limiting access to Mukilteu Boulevard.
Pete Storseth, applicant, stated he would continue to live in tha house.
Penny Kuntz Sievertson, 1902 Mukilteo B..vd., spke regarding the need for a survey oi the
proposed short plat.
Dewey Barnett responded that a survey was not pertinent to the issue the Board was ruling
on tonight.
Darrell Johnson, 4704 Darlington Lane, read a prepared statement signed by four property
owners on Darlington Lane expressing concerns about traffic on the access driveway being
right behind their homes and possible view blockage if a tall house was built in the rear
lot. They also had purchased their homes with the expectation that lot size in the area
would not change and now granting of this variance would allow additional lots. There
concern about access was alleviated when they heard the driveway was going to be mo ied
to the west property line.
Board members again stated that these were issues that were not addressed by the Board
of Adjustment and Mr. Zook said he understood Mr. Johnson's concern about changing the
density by creating additonal lots.
Mr. Storseth responded to their concerns by stating that many tall trees existed on his
property that blocked the view more than any house he would build and that he had
already aJlowed them to top some of those trees to improve their views, and he did not
plan on building a tall house.
Don Wood stated that he had received telephone calls from John Hastings and Charlotte I
Murray saying they had no objections to the proposal.
MOTION: Mr. Barnett moved to grant the variance as recommended.
. ;
SECOND: Mr. Eckstrom
VO'i'E: Yes - 3 (Mr. Barnett, Mr. Eckstrom, Mr. Hoagland)
No - 1 (Mr. Zook)
VARIANCE GRANTED
The meeting was adjourned at 7:40 p.rt.
_
De nis Derickson, ecretary
I
.
