PROJECT $ITE DESCRIPTION <br />Wetland Resources. Inc. completed a site investigation in June, 2006, to verify <br />locations of critical areas on a 0.87-acre parcel within the City of Everett, <br />Washington. The subject property (Lot 36) is located adjacent to the north of an <br />existing residence at 4717 Belvedere Avenue (Lot 35), east of Harbor Lane, within a <br />portion of Section 35, Township 29 North, Range 4 East, W.M. Access is provided <br />through a proposed easement from Belvedere Avenue. <br />The majority of the site is steeply sloped with north and east aspects. These areas <br />are identified as erosion hazard areas on the City of Everett's "Critical Areas Map 1". <br />Vegetation on the sloped areas is forested, dominated by red alder, big•leaf maple, <br />Western hemlock, and Western red cedar, with a dense understory of salmonberry, <br />Himalayan blackberry, red elderberry, stinging nettle, and false lily-of-the-valley. <br />The southernmost portion of the lot is slightly sleped with a north aspect and is <br />dominated by maintained lawn and scattered small trees. <br />A perennial stream, known as Phillips Creek, is located along the eastern edge of the <br />site. Another small stream lies in th4 center of the site, flowing from a seep along <br />the slope. This intermittent stream flows to the northeast in an incised channel, <br />converging with Phillips Creek near the eastern property boundary. A small forested <br />wetland lies in the area where the two streams meet. <br />Under the City of cverett's critical areas ordinance (Ordinance #2909-06), Phillips <br />Creek (Stream A) ?s dassified as a Type Np stream and Stream B is classified as a TypP <br />Ns stream. Both ef these classifications are typically designated 50-foot protective <br />buffers when bordered by native vegetation. The on•site wetland meets the criteria <br />for a Category III classification (42 points►. It scores less than 19 points for habitat <br />value (13 points) and is therefore designated a 60-foot buffer. When the outer edges <br />of stream and/or wetland buffers lie on steep slopes (>25%�, the buffers are extended <br />to 25 feet beyond the point where the slopes become less than 25%. Based on the <br />locations of the wetland and streams in relation to the steep slopes on the property, <br />the entire property is encumbered by critical areas and buf(ers. <br />PROJECT DEVELOPMENT DESCRIPTION <br />A single-family residence is proposed to be located along the southern edge of Lot 36. <br />Since the entire site is encumbered by critical areas and buffers, impacts are <br />proposed under the reasonable use provisions of EMC 19.37.0050(B)(1). The house, <br />driveway, and 5' building setback will result in approximately 6,485 square feet of <br />buffer impact. The development is proposed in the flatter, non•forested portion of <br />the lot near the proposed access easement to reduce overall impacts.
