In exchange for the proposed buffer impact, 6,485 square feet of buffer is proposed <br />to be enhanced. The enhancement area is located directly north of the proposed <br />house. This area currently contains a native overstory with an understory composed <br />of a combination of native shrubs and Himalayan blackberry. Enhancement will <br />consist of cutting and removat of blackberry vines and pienting a variety of native <br />trees and shrubs. The proposed enhancement measures will benefit water quality, <br />stormwater control, and wildlife habitat. <br />The applicant is also requesting the removal or topping of some trees in the buffer <br />that are blocking the view of Port Gardner. The trees are a combination of big-leaf <br />maple and red alder with multiple leaders. The exact number of trees to be removed <br />or topped can not be exactly determined until work commences, but is estimated at <br />10 to 20. <br />Due to the slope underlying the trees, re-��egetation is recommended for slope <br />stability, erosion control, and wildlife habitat. Trees larger than 12" dbh shall be cut <br />at least 15' above tha ground surface and left as a snag to provide wildlife habitat. <br />Whether the trees are iemoved or topped, the list of native plants specified later in <br />this report are recommended to be installed. Any combination of plants from the list <br />is acceptable, as are other native substitutes. Replacement plantings shall be <br />installed near the removed/topped trees at a 5:1 (installed:removed/toppeu) ratio. <br />The proposed house has been designed similar to other homes in the vicinity. There is <br />no other reasonable use or feasible alternative to the proposed development with less <br />impact on the buffer. It will not pose a threat to the public health, safety, or welfare <br />on or off of the property. The placement and design of the home result in the <br />minimurn buffer impact feasible white allowing reasonable use of the property. The <br />applicant has not taken any actions, such as subdividing the property, to create the <br />need for this reasonable use request.
