PLANNING DI,'ZECTOR DECISION <br />REVIEW PROCESS I N04025 <br />October 6, 2004 <br />The City of Everett Planning Director grants approval of a request by Jim Thomas to <br />construct u singlc-family residence �.vit6in a 25-foot buffer ot a slope exceediag 40% at <br />4813 Belvedere with the following ccnditions: <br />1. All work must comply with the recommendations of the geotechnical report prepared by <br />LIU & Associates, Inc. dated August 18, 2004. The geotechnical report requires the <br />residence with a pile foundation to setback a minimum of ten feet from the top of slope. <br />2. A Public Works Permit is required for this project. Detailed drawings in accorJance <br />wi[li City Design and Conswction Standards shall be submitteJ to the Public Works <br />Dep�rtment, showing site parking layout, landscaping, utilities, storm drainage, temporary <br />construction erosion control, and all required improvements in the public right-of-way. <br />P;.blic Works Department approval of these drawings is required prior to permits being <br />ISSUC(I. <br />3. Any grading/fill on this site shall be done so as to not impact the surrounding properties. <br />4. Lack of comment on the plans submitted with the application does not constitute approval <br />of these plans. <br />5. Ciry streets and alleys are to be kept clear of Jirt and debris at all times during <br />construction. Dust suppression and street cleaning must occur as directed by the Public <br />w„rks Inspectar. <br />ti. Temporary erosion control measures for conswction activity must be operational prior to <br />commencrment of any clearing or earthwark. <br />7. Provide an Lnvironmentally Sensitive Area sign at the top of the 40% slope. <br />8. R•cord an Environmentally Sensitive Area Covenant for the slope area prior to issuance <br />of b� .ag permits. <br />9. Record the documents "Agreement Concerning Declaration of Covenants, Conditions and <br />Restrictions" and "Declaration of Covenants, Conditions and Restrictions" prior to issuance <br />of building permits. <br />T'he applicant proposes to place a portion of a single-family residence with a footprint of <br />3,486 square feet within 25 feet of a slope exceeding 40�. Subsection 37.040.D of the City <br />of Everett Zonin� Code designates slopes of 40 o or greater as an environmentally sensitive <br />fcamre. Subsection 37.OSO.I3 requires a 25-foot buffer from the top of the slope. <br />
