3. There are no reasonable alternatives which would allow for acceptable <br />design of the short subdivision in accordance with existing standards. <br />s. Finding: <br />Existing City standards would require a 20' access point with a <br />side yard setback from property line. <br />b. Conclusion: <br />Easement access is a reasonable alternative to the panhandle lotl <br />configuration. i <br />4. The applicant's request fcr a short subdivision has been processed by <br />the City who confirms than the final approval cannot be granted without <br />an authorized variation from the Board. <br />a. Finding: <br />The applicant has not filed a short subdivision with the City. <br />Conclusion: <br />Condition #4 cannot be met until the applicant has filed a short <br />subdivision with the City. <br />5. Furthermore, when granting a variation to allow easement access to any <br />lot, the Board shall determine that; common easement serving one (1) <br />lot shall have a width of not less than 20'; method and responsibility <br />for maintenance shall be established; must have one (1) lot fronting on <br />A street for each lot served by an easement; and the computation of lot <br />sizes for rear lots shall not use the easement. <br />a. Finding: <br />The easement is 20' with one (1) lot fronting on Beverly Blvd.l <br />and one (1) lot with zero (0) frontage. All lots meet zoning <br />requirements for lot area. <br />b. Conclusion: <br />All conditions of 18.44.210(0) have been met. <br />I <br />RECOMMENDATION: APPROVE <br />Approve an easement access as requested by the applicant with the following <br />conditions: <br />1. The easement is only effective when final approval has been granted to <br />Short Subdivision Q17-84. All conditions of that short subdivision <br />must be met. <br />2. The effective easement width shall not be less than 30'. <br />3. The applicant must provide an easement document that is acceptable to <br />the City setting forth the method and responsibility for maintenance of <br />easement access area providing perpetual access to all lots in the <br />short plat. This easement must be a non—exclusive easement. <br />
