, <br />�,� ;� O i_>P �... �, �,� f; I„�. c• ,;�_:l . <br />January 27, 1993 <br />4• ThP "neighborhood business" land se designadon and the li-I <br />(Neighbo�:�ood Shopping) zone, with certain L'rtutydons on permitted uses and <br />intensiry of development would promote consistency with several of the <br />L.ocadonal Critcria and policies of the Commercial Land Use Policies of the <br />Everett Genecai plan, including: <br />a) a transition in scale and use between residen6al and commercial <br />areas, buffering residential areas from the impacts of heavier commercial <br />uses; and <br />b) discouraging develo�ment whose hansportafion impacts cannot be <br />accommodated by pcacacal, cost-effective improvemenu to the Ciry's <br />transportation system; and <br />c) enhancement and diversifica6on of Everett's commercial base, <br />inciuding retail uses; and <br />d) mitigation of negative impacts from the proposed development on <br />surrounding properties by providing for street and drainage <br />improvements, paved parldng, landscaping, and compiiance with <br />building code standards; and <br />e) providing adequace vehiculaz and pedesh�ian access without negatively <br />affecting the adjacent street and sidewalk system; and <br />� allowing a small retail use that will have minimal impact on the <br />capaciry of exisdng infrastructure such as streets, utilities, and sewers; <br />and which will have minimal impact on the environment; <br />g) establishing boundaries be'ween commercial and residential areas so <br />that commercial uses face each other across the street on which they are <br />lacaced, and face away from adjacent residential areas; and <br />5. Adopting a Resolution of Intent to Rezone, which establishes specific <br />condi6ons upon the commercial development of the subject site will ensure that: <br />a) the B-1 (Neighborhood Shopping) zoning of the subject property is <br />wnsistent with a"neighborhood wmmercial" land use designadon on the <br />Land Use Map of the Everett Genecal Plan; and <br />b) applying B-1 zoning with a performance agreement and Resolu6on of <br />Intent W Rezone promotes the public health, safety and welfare, and the <br />best long term interests of the neighborhood and of the Everett <br />community; and <br />35 <br />
