Everett School District <br />SPU 4-90 <br />Page -5- <br />DECISION <br />Based upon the preceding Findings of Facts and Conclusions, the testinony and <br />evidence submitted at the public hearing, and upon the impressions of the <br />Everett Hearing Examiner of the site view, it is hereby ordered that the <br />requested Special Property Use Permit for construction of an addition to the <br />existing North Middle School at the northwest corner of the intersection at <br />26th Street and Rainier Avenue, Everett, Washington, is granted subject to the <br />following conditions: <br />1. Any grading/fil' ,a this site shall be done so as to not impact the <br />surrounding properties. Any retaining wall gr. :ter than three feet high <br />along a property line must be reviewed and approved by the Planning <br />Department. (SEPA Ear ti, Land and Shoreline Use Policies) <br />2. Special charges for connection to the utilities system in accordance <br />with Ordivance 1171-8i are applicable. The actual cost shall be <br />computed by the Building Department per the ordinance in effect at the <br />time and according to the information provided on the approved plans on <br />the date of permit issuance. (SEPA Public Services and Utilities <br />Policies) <br />3. Detailed drawings in accordance with City Design and Construction <br />Standards shall be submitted tc the Public Works Department showing site <br />parking layout, landscaping, utilities, storm drainage, temporary <br />construction erosion control, and all required improvements in the <br />public right-of-way. Public Works Department approval of these drawings <br />is required prior to any permits being issued. All improvements shall <br />be completed, approved, and warranted before the Occupancy Permit 's <br />issued. (SEPA Other Policies) <br />4. A Landscape Plan for the remodel area is required. This plan must be <br />approved by the Plauuing Department. The landscaping is intended to <br />provide a visual separation of the use from 26th Street. The intent is <br />to soften the appearance of the development from the public streets. <br />The landscaping should consist of the following: <br />a. Type III Landscaping within a 5 foot buffer between the building <br />and the lot lines adjacent to 26th Street and the alley. <br />5. The site must be developed in general conformance with the Site Plan <br />submitted and the Elevations submitted to the Planning Department. The <br />Director of Planning/Community Development may authorize minor <br />deviations. Note: A 5 foot building setback adjacent to the alley is <br />required. <br />6. Fire safety practices during construction shall be in compliance with <br />article 87 of the Uniform Fire Code,1488. <br />
