The application is for the approval of a Special Property Use Permit for <br />the construction of do addition to the existing North Middle School on <br />the ❑orthwest corner of the intersection of 26th Street and Rainier <br />Avenue in the City of Everett, Washington. <br />2. A Special Property Use Permit is required pursuant to the provisions of <br />EZC 41.150.D.1(a)(2). <br />3. The Everett Hearing Examiner has jurisdictional authority to hold a <br />hearing and issue a decision based on the authority granted him in the <br />EZC and the Hearing Examiner Ordinances of the City of Everett. <br />4. The criteria for review for the Special Property Use Permit are set <br />forth in EZC 41.150.G. With conditions, those criteria are satisfied. <br />5. There has been shown a need for the proposed Special Property Use <br />Permit. The need includes the demand for additional school facilities <br />within the City of Everett. <br />6. The streets, utilities, and public services that will serve the proposed <br />use are adequate. <br />7. There will be no significant impact on surrounding areas because of <br />traffic generated by the proposed use. <br />8. There is adequate off-street parking on -site. <br />9. The proposal is compatible with existing structures and improvements in <br />the area. <br />10. The sign codes of the City of Everett will be satisfied by the proposal. <br />11. The Applicant will provide a landscaping plan which will address <br />requirements of the Zoning Code of the City of Everett. <br />12. There will be no increase of nuisances or irritants, such as noise, <br />smoke, dust, odor, glare, visual blight, or other undesirable impacts. <br />13. The request is consistent with the designatiot. of Schools and Churches <br />as set forth in the Everett General Plan. <br />14. The proposal will comply with and be consistent with the ordinances of <br />the City of Everett, the statutes of the State of Washington, and <br />federal regulations. <br />
