City of Lynnwood <br />TCI Lynnwood Secor�dary Hub <br />Pro/ect Desc►ipUon <br />� �: <br />TCI seeks to upgrade ar�d rebuild its Puget Sound Fiber Optic Network to include the <br />addition of a secondary hub facility to serve the residents of Everett. The proposed <br />site �s loqted off of Beverly Lane on a vacant lot behind K-Mart and Firestone. The <br />easer�ient would lie in the southwest corner of the property. See the attached site <br />plan. The pro?erty is zoned �mmercial (C1) and the properties �ocated to thc north <br />and east are zoned commercial. <br />The proposed communication facility would be located within a 30' by 30' square-foot <br />perpetual easement area. The faality would inGude the placement of a 6' by 10' foot <br />prefabricated concrete equipment shelter. The shelter would be used to house fiber <br />optic cable and associated equipment. A six-foot high fence placed within the <br />perimeter landscaping would suRound the facility. The facility would be remotely <br />monitored for intrusion, fire, environmental concerns and power failure by a 24-hour <br />electronic surveillance system. <br />The proposed facility produces insignificant light, noise, fumes, tra(fir. or other <br />impacts on the surrour�ding properties. <br />The site will be unmanned and, therefore, will not require water, was';e treatment or <br />management of hazardous waste. Access to the site woutd be from Beve�ly Lane. <br />Minimal traffic would be generated during the construction phase (es�timated at two <br />weeks) while the crew is travelling to and irom the site. After construcdon is <br />completed there would be approximately one visit per month by a TCI field technician <br />for routine maintenance. <br />Puipose of the Fecillty <br />7CI is upgrading the systems in the Puget Sound Area to allow for delivery of new <br />services, respond to franchise requirements, as well as improve the averall services <br />and efficiency of operations. This includes a fil�r optic network consisting of primary <br />and secondary facilities to create a fiber optic ri�g of cable that will provide more <br />reliabie sorvice and increased program channels to households. In addition, it will <br />provide high speed intemet access to residential customers. <br />The fiber optic network begins at the Master Headend in Burien (netiv construction) <br />and branches to three primary hub facilities (remodeling/upgrading existing facilities) <br />then to twenty new secondary hub facilities and thirty upgraded secondary hub <br />facilities. This completes a cost effective networlc architecture maximizing use of <br />existing facilities and syatems wherever possible. <br />The purpose of the Upper Ridge facility is to act as a secondary hub in the fiber optic <br />networks with the primary hub located in Everett. As discussed abova, this facility will <br />provide local service as part of a larger regional network. <br />Page 2ot 3 <br />
