<br /> 18 findinq the Buildiny Tnspector determined that the plaintif:fs'
<br />' 19 use of their
<br /> property was in compliance with the City of Everett
<br /> 20 Zoning Code.
<br /> 21 Subsequently, without notice to the plaintiffs, on June 3,
<br />� 22 1977, the defendants, Larson, filed a written a
<br />� ppeal for review
