i <br /> I 1.0 PROJECT OVERVFEW <br /> Ii.l Purpose and Scope <br /> This report accompanies the Site Design Revicw Application for the Everett Community College <br /> I Topper Parking Lot development. This project includes demolishing existing site surface <br /> features, concrete, gravel, rockeries, minor landscaping and small trees, utilities, etc., within the <br /> clearing limits; grading the site to design elevations; providfng storm drainage; and providing <br /> I temporary and permanenf erosion control facilities. An asphalt concrele parkin9 lot for 105 stalls <br /> will be constructed. Access will be provided by lwo Type-1 cement concrefe driveways. <br /> The 1.03-acre project site is localed in Secfion 17, Township 29 North, Range 5 East, Willamette <br /> I Meridian, in the City of Everett, Snohomish County, Washington. The project is located west of <br /> Broadway Avenue approximately 150 feet soutli of 10`�' Street. The site address is <br /> 1030 Broadway Avenue. See Appendix A, Exhibit 1 - Vicinity Map. The project comprises tliree <br /> � parcels, Nos. 2905170025100, 2905170024600, and 290517114300. It is bounded to the east by <br /> � Broadway Avenue, to the south by commercial developmen[s, and to the wesf and north by <br /> single-family residential properties. <br /> I The stormwater management systems described in this re�ort are designed to convey <br /> sformwater runoff from lhe proposed projecL Stormwafer conveyance piping will collecl runoff <br /> from the new parking surface. The new storm drainage system will fie into the exisfing 8-inch <br /> I combined sform and sanitary sewer main in Broadway Avenue. Flow control and wa[er quality <br /> treatment are not required (or this project. See Section 5.0. <br /> I The design for thfs project meets the requirements of the City of Everett Slonnwaler <br /> Ma�agement Manual,January 1997. <br /> � 2.0 PRELIMINARY CONDITIONS SUMMARY <br /> 2.1 Existing Conditions <br /> I2.1.1 Land Cover <br /> An existing holel and cell tower have recently been demolished on lhe site. The <br /> I northern one-third of the site has been covered with gravel. The remainder of the site I <br /> is predominantly concrnte and grevel with sparse weeds and a few small trees. A <br /> narrow strip of grass lies along the weslern boundary line. See Appendix A, Exhibif 2A. <br /> I2.1.2 Topography <br />, I The site slopes ntoderately from the �vesterly boundary [oward Broadway Avenuc at <br /> slopes ranging from less than 1 permnt to 5 percent. <br /> 2.1.3 Soils <br /> � Site specific geotechnical investigation and analysis has been peiiormed by <br /> GeoEngineers and is induded in Section 7.0.
