, Urban Design & Historic 1'reservation Element: Gateway Corridors Goal. To impro�e and eiihance the community image and property values by developing attractive strectscapes on heavily travelcd and highly visible streets and highways within Everett's Planning Area. Objective. To develop programs and standards that will serve as a guide for upgrading and improving Everett's visual image, public and private properties located on important arterial streets, and the aesthetic qualities of designared gateway corridors. Policies. The following arterials and highways are designated as "gateway" rnrridors" for which panicular attention will be given ro the design and mainte�tanc� of public improvements and the application of standards to development of abutting properties: Broadway north of 41" Street .... The City shall give priority to the design and development of visual and transportation improvements for the following gateway corridors serving doH•nrown, to encourage and stimulate the redevelopment of downtown consistent with the Land Use, Housing, and Economic Development policies of the comprehensive plan: Broadway nonh of 41" St. ..... The design of sites, buildings, landscaping and signs which are developed on propenies abutting the designated gateway corridors should be of a quality that upgrades and enhances the aesthetic character of the City in general and the immediate area in particular. To meet the intent of the General Plan policies and to increase public safety for pedestrians and those inside the store, the proposal must provide the transit waiting area shown on the site plan, bicycle parking facilities, transparent windows as shown on the proposal, and one additional transparent window a minimum of 15 feet long on the Broadway faSade to match the proposed windows. In addition, street trees must be provided on the Broadway and 19'h Street frontages of the site. At a minimum, one tree must be cenrered on each blank fagade panel. The trees must be installed in vaults unless otherwise approved by Public Works. The tree species must be Pyius calleryana 'Chanticleer' or an alternative approved by the Public Works and Planning Departments. If a neighborhood planting plan is approved prior to installation of trees on this site, the tree species must be consistent with those in the plan.
