, Urban Design & Historic 1'reservation Element: Gateway Corridors <br /> Goal. To impro�e and eiihance the community image and property values by <br /> developing attractive strectscapes on heavily travelcd and highly visible streets <br /> and highways within Everett's Planning Area. <br /> Objective. To develop programs and standards that will serve as a guide for <br /> upgrading and improving Everett's visual image, public and private properties <br /> located on important arterial streets, and the aesthetic qualities of designared <br /> gateway corridors. <br /> Policies. <br /> The following arterials and highways are designated as "gateway" rnrridors" <br /> for which panicular attention will be given ro the design and mainte�tanc� of <br /> public improvements and the application of standards to development of <br /> abutting properties: Broadway north of 41" Street .... <br /> The City shall give priority to the design and development of visual and <br /> transportation improvements for the following gateway corridors serving <br /> doH•nrown, to encourage and stimulate the redevelopment of downtown <br /> consistent with the Land Use, Housing, and Economic Development policies of <br /> the comprehensive plan: Broadway nonh of 41" St. ..... <br /> The design of sites, buildings, landscaping and signs which are developed on <br /> propenies abutting the designated gateway corridors should be of a quality that <br /> upgrades and enhances the aesthetic character of the City in general and the <br /> immediate area in particular. <br /> To meet the intent of the General Plan policies and to increase public safety for <br /> pedestrians and those inside the store, the proposal must provide the transit waiting <br /> area shown on the site plan, bicycle parking facilities, transparent windows as shown <br /> on the proposal, and one additional transparent window a minimum of 15 feet long on <br /> the Broadway faSade to match the proposed windows. In addition, street trees must be <br /> provided on the Broadway and 19'h Street frontages of the site. At a minimum, one <br /> tree must be cenrered on each blank fagade panel. The trees must be installed in vaults <br /> unless otherwise approved by Public Works. The tree species must be Pyius calleryana <br /> 'Chanticleer' or an alternative approved by the Public Works and Planning <br /> Departments. If a neighborhood planting plan is approved prior to installation of trees <br /> on this site, the tree species must be consistent with those in the plan. (SEPA Land <br /> and Shoreline Use Policies and Public Scrvices Policies) <br /> 3. A pedestrian warning device triegered by exiting automobiles must be provided at the <br /> drive-throueh exit. The device must be acceptable to the City's Traffic Engincer. <br /> (SEPA Transportation Policies) <br />
