. � � � � <br /> MITIGATION OF ADVERSE IMPACTS BY SEPA <br /> 1. Any gradinglfiil on this site shall be done so as to not impect the surrounding <br /> properties. (SEPA Earth, Land and Shoreline Use Policies.) <br /> 2. Prior to issuance of any permits, the applicant must pay a mitigation fee of $27,900 <br /> per the Interir.c Traffic Mitigation Ordinance No. 1670.89, as amended. (SEPA <br /> Transportation Policies) <br /> 3 North Broadway i5 designated as a "Gateway" corridor in the City's General <br /> Plan. The General Plan states, "Because Everetf wants to develop and promote <br /> an attractive image, all entry corridors into the City shouid be designated as <br /> "Gateways" relating to building design, landscaping, signage, outdoor storage and <br /> other aesthetic considerations that will serve to upgrade EveretYs image." To meet <br /> the intent of the policy, landscaping in excess of Type III must be provided along <br /> the Broadway street frontages. NOTE: The Office of Neighborhood has submitted <br /> the following comments regarding the proposed project: <br /> Staff has reviewed the documents for the proposed Walgreen's, located on <br /> property presently know as 2201, 2209, 2211, 2215, 2217, 223, & 2227 <br /> Broadway. The property is located in the Riverside Neighborhood, and it appears <br /> the building is focused to the parking lot on the south side of the site. The plan <br /> indicates landscaping would be provided on the west side to soften the visual <br /> impact of the building. However, we recommend the architect incorporate <br /> windows, a second access door, and other pedestrian or neighbor friendly changes <br /> to the west building face. Walgreen's will be a "neighbor" in the Riverside <br /> neighborhood, and should design its building to be part of the neighborhood. <br /> 4. Prior to the issuance of any Building and Public Works Permits, the applicant must <br /> submit building elevations to the Everett Planning Department which show the <br /> design and architectural features for the proposed building. Note: The window <br /> sills on the Broadway Street building faCade should be lowered to allow <br /> pedestrians visibility into the store. <br /> The lead agency for this proposal has determined that it does not have a probable <br /> significant adverse impact on the environment. An Environmentai Impact Statement is <br /> not required under RC1N 43.21 C.030 (2). This determination assumes compiiance �v�;h <br /> State law and City ordinances related to general environmental protection including but <br /> not limited to right-of-way improvement requirements, drainage, etc. This decision was <br /> made after review of a completed environmental checklist and other information on fi;e <br /> �vith the lead agency. This information is available to the public on request. This <br /> Mitigated Determination of Non-Significance is specifically conditioned on compliance <br /> with the conditions attached hereto which are incorporated by reference as if fully set <br /> forth herein. <br /> zl <br />
