After con- <br /> struction,� storm water runoff shall be diverted to the City's <br /> sewer system after required detention in accordance with tlie <br /> City Codes. <br /> • RY <br /> 4. The existing flora consists of blackberry bushes and uncon- <br /> trolled underbrush. The proposal will involve the addition of <br /> lawn areas to the rear, off of the community facilities, and <br /> landscaped buffer areas on the north side of the building. <br /> 5. Only urban orientated birds and rodents exit at the site. The <br /> rodents will be eliminated by the new facility, the birds <br /> should return to some degree after construction. <br /> 6. A short term increase in noise during construction will be <br /> present. The contractor will utilize the best practicable <br /> tecliniques to mitigate the construction noise. T}ie only <br /> appreciable noise after the facility is completed would be <br /> from the limited automobile traffic it generates. There shuuld <br /> be no er.ternal mechanical equipment noise. <br /> 7. The project will utilize earth toned masonry materials and clear <br /> insulated glazinq producing negligible glare. Normally, only <br /> low level lighting from the residential units and community <br /> spaces will be visiblca at night. Exterior lighting will be <br /> minimized to provide for only access and security illuminacion <br /> which will not significantly extend beyond the property. <br /> 8. Current zoning encourages this alternative use among other uses <br /> allowed. This project may influence its surroundings and <br /> stimulate continued development on adjacent vacant lands or the I <br /> redevelopment and/or more intensive use of existing developed <br /> • land within the Urban Core. Tl�is facility wiZl provide a <br /> natural interface between City/County services and Senior <br /> Center facilities which are located nearby. <br /> 9. The project will result in consumption of steel, concrete, <br /> masonry, glass, aluminum, and other building materials. Concrete <br /> and masonry, the basic structural elements, are non-scarce <br /> resources. Much of the metal and other materiais nsed will be <br /> salvageable in the future. <br /> 10. No Explanation Necessary <br /> 11. The project will provide housing for approximately 125-140 <br /> elderly people who are existing residents of the geographical <br /> region. This will help offset the decline of people from the <br /> . City center and allow persons to better utilize the public <br /> facilities available to them in the Urban Core. <br /> 12. The project creates 102 new dwelling units for the elderly.
