The subject property is already vacant land adjacent to the existing <br /> Everett Senior Center. The property meets the City's plans for <br /> development of an Elderly Housing project in conjunction with and <br /> complimentary to the Senior Center. The established "Community Plan" <br /> for iand use provides for business and light commercial in this <br /> location and encourages a higher and more intensive utilization of <br /> land on the west side of Broadway toward the Central Business <br /> District. <br /> . This prcposal, and site, has received a conditional commitment from <br /> the Dep+srtment of Housing and Urban Development (H.U.D. ) for Section <br /> B Hou�ing for the Elderly. Due to the method of funding and <br /> alloc.ation commitment, tim.ing for fin:•lizing the proposal to H.U.D. <br /> is czitical. <br /> 2. The variances will allow a 102 unit Elderly Housing Project to be <br /> constru�ted to fulfill a necessary housing need in the Community. <br /> This project, with congreaate dining facilities, will compliment the <br /> existing Senior Center and reinforce its utilization. <br /> In addition, the development of otherwise vacant land will help <br /> stimulate and upgrade the neighborY.00d. A major structure with <br /> commercial uses on Broad�oay, and residential features toward the <br /> Senior Center, this should greatly increase the potential for re- <br /> development. <br /> 3. If these variances are not granted the property cannot be developed <br /> � to the extent necessary to fulfill the need for Elderly Housing in <br /> this area. The practicality of and financial feasibility for <br /> Elerly Housing, with conyregate dining, is doubtful below 100 living <br /> units. A reduction of scope would certainly jeopardize the project <br /> and not fully utilize the public funds appropriated and available for <br /> this facility. The overriding effect of this facility is to provide <br /> a public benefit for elderly housing. <br /> 4. In granting these variances we agree to the following conditions: <br /> a. The use of the property will be limited to Elderly Housing under <br /> the H.U. D. Section 8 Program for a minimum of 20 years. <br /> ' b. The proposal will commit to the dasign concept and site plan <br /> submitted, including: <br /> 11 A substantial landscape buffer to the property on the north. <br /> 2) A passenger load/unload zone, on Broadway, in front of the <br /> • building. <br /> 3) Nominal commercial space on the first floor fronting on <br /> Broadway. <br /> c. A coordinated arranagement with the Everett Senior Center for <br /> potential joint use of the proposed parking facilities. <br /> a <br /> L ^� <br />
