The variances are being requested for ce:istruction of a nine (9) story building <br /> for elderly housing. The requests are as follows: <br /> 19.30.040 Gross Floor Area Ratio, for permission to provide ati3,9 gross floor <br /> area ratio rather than the Code requirements of .75 gross floor area ratio. <br /> 19.3G.050 Yard Requirements, for permission to provide a north side yard <br /> setback of twenty-three (23) feet rather than the Code requirement of forty <br /> (40) feet; and a request to build to the front property line rather than the <br /> Code requirement of a ten �10) foot front yard setback. <br /> 19.30.060 Height Limitatiuns, for permission to build eighty-five (85) Seet in <br /> height rather than the Code requirement of sixty-five (65) feet in height. <br /> 19.30.070 Off-street Parking, Sor permission to provide ninetcen (19) off- <br /> street parking stalls rather than the Code requirement of thirty (30) off- <br /> street parking spaces. A joint use parking lot, to be used by the Senior <br /> Center and the proposed elderly high-rise, will be built with at least an <br /> additional 34 parking stalls. <br /> 2. The subject property is already vacant land adjacent to the existing Everett <br /> Senior Center. The property meets the City's plans for development of an <br /> Elderly Housing project in conjunction with and complimentary to the Senior <br /> Center. The established "Community Plan" for land use provides for business <br /> and light commercial in this location and encourages a higher and more <br /> intensive utilization of land on the west side of Broadway toward the Central <br /> Business District. <br /> The requested variances were already approv�d by the Doard of Adjustment, <br /> January 12, 1981. I3ecause of the one year time limit, the variances have <br /> expired. The project could not be accom plished in the one year because of <br /> interest rates. The Evcrett Housing Authority is now the project sponsor and <br /> the Bverett voters overwhelmingly approved a $2,000,000.00 bond issue to <br /> help. This proposal and site has receired a conditional commitment from the <br /> DeparUnent of Housing and Urban Development (H.U.D.) far Section 3 <br /> Housing for the Elderly. Due to the method of funding and allocation <br /> commitment, iiming for finalizing the proposal to H.U.D. is critical. <br /> 3. The variances will allow a 103 unit Elderly Hosing Project to be constructed <br /> to tulfill a necessary housing need in the Community. This p�oject, with <br /> conbregate dining facilities, will compliment the existing Senior Center and <br /> reiniorce its utilization. <br /> L <br />
