The <br /> practicality of the financial feasibility for Elderly Housing, with congregate <br /> dining, is doubtful below !00 living units. A reduction of scope would <br /> certainly jeopardize the project and not fully utilize the public funds <br />� appropriated and available for this facility. The overriding etiect oi this <br /> facility is to provide a public benefit for elderly housing. <br /> I 5• In granting these variances we agree to the following conditions: <br /> a.
