10. The pesticidc shall be applicd according to labcl directions. Yesticides should bc mixed, anc equipmcnt
cicaned, in an arca whcre accidental spills H•ill not enter surface or groundµaters, and «ill not
contaminate the soil. Rinseate from equipment cicanine and/or triple-rinsing of pesticide containers
should be used as product. _
1 l. The application equipment used should be capable of immediate shutoff in the event of an emergenc}.
42.2.11 BhII'S2,p0 MAINTENANCE OF STORM DRAINAGE FACII.ITIES
Without proper maintennnce of stormwater facilitics, sediment and other debris can quickly clug facilities,
making them useless. Rchabilitatiun of such facilities is difficult and cxpensive. Polluted water and sediments
rcmovcd during ihe cleaning operation must ba properly disposed of. Stortn'ater treatment facilities shall be
maini:ined according to criteria or procedures oresented m Section 3-1.
4- 3A'D'S2.lU LOCATING ILLICIT CONNECTIONS TO STORM DRAINS
Illicit ccnn sanitary or process wastewater drains located in a building that discharge to the storm
drain, racher than ' ary sewer. An allowable exception is noncontact cooling water, which may be
discharged to a storm r
Experience has shown that illicit com very common, even in buildings constructed as late as the
1960's. Building owners arc scldom nware in fines sre improperly connected since their sewer bills
are tied to watcr use.
Redevclopment projects shall check existing buildings for illicit conn iqcan be contacted for
additional information.
4-2.2.13 BNII'S2.20 PRNATE STREET AND PARHING LOT SV1'EEPING
Private stteeUparking lot sweeping should bc implemented for sitcs with high impervious cover and to improve —"
runoff quality from easting devclopment sites. Sweeping rcCcrs to the rcmoval of accumulated dust, dirt and
debris ftom impervious surfaces with the use of rr.echanical cleaners. Sites which exhibit high levels of sediment
on impervious surfaces should also implement uggressivc source control measures to prevent accumulation of
such sediments.
While traditional strecdparking lot swecping has shown limited cffectivencss at improving water qualih•there is
evidence that it can bc efiectivc when better equipment and operating proccdures are used. The most efficient
types of sweepers, such as regencrative air cicaners or vacuum seepers, should be used. •
METHODS TO MAXIMIZE SWEEPIIQG EFFICIENCY
1. Maltiple passes should bc mude. Generally speaking, one pass can remove 50%of available solids, two
passes provide 75%removal.
2. The frequcncy of sweeping private sveeu and parking areas with high pollutant loadings should be
increascd, particularly m industrial areas. Weekhcleaning of private streets will provide more removal
efficiency; less frequent sweeping will uccomplish little.
3. Vacuum or resenerative air sweepers ure the most effective in removing the small particles most
associated with pollutants.
i 4. Operators should be trained to attain maximum swecper perfortnance. Sweeper speed, brush adjustment
and rotation rate, sweeping pattcm, maneuvering around parked vehicles, interim storage and disposal
methods all affect pollutant removal.
4-2-16
