The applicant must contact the Ciry's <br /> ]ndustrial Prctreatmc Program for requiremenu prior to pertnit approval and issuance. <br /> Process Treatmcnt: Son., businesses trcat process u�astewater on site. Proccss treatment may be used to dispose <br /> of polluted stormwatcr, depending on the NPDES permit constrainu of the particular business. <br /> Dead-End Sumns: Where othcr options don't exist,a sump may be used. Sumps are dead-end (no outlet)tanks <br /> which can bc periodically pumped with waste disposed of by an appropriate waste disposal operator. Depending <br /> on tiie composition of the wastc, it may or may not be considered Dangerous Waste. For more iniortnation on <br /> disposal rcquiremcnu for sumps,contact DOE's Rcgional Offices. <br /> 43.2 R1 UNIFORM FIRE CODE REQUIREMENTS <br /> Storage of flammable, ignitable, anJ rcactive chemicals and materials must compi� with thc stricter of thc City's <br /> 'Loning Codes, the Citv's fire codes,the Unifortn Fire Code/5tandards, or the National Llectric Code. <br /> 433 R.3 DOE REQUIREh'IENTS FOR GENERATORS OF DANGEROUS WASTES <br /> __ Thc State's bangcrous Wastc Regulations(Chapter 173-303 WAC)cover accumulation,stor�ge,tmnsponation, <br /> treatment,and disposal of Dangerous Wastes which can contribute ta stormwater pollution if not hardled <br /> co�recily. The applicant must contact DOE if Dangerous Wastes will be accumulated and/or stored on the site. <br /> lf a storage permit is required, DOE has responsibility for assuring that the waste is stored appropriatel}�. If a <br /> storagc pertnit is not required, general regulations ma}�still apply, nnd/or disposal of thc wastc may need to <br /> comply with Snohomish Counry�Hcalth Departmcnt regulations. The DOE manual may also be consulted for additional information. <br /> 4-3.4 R.4 MINIMUM FUNCTIONAL STANDARDS FOR CONTAWERS <br /> The Snohomish County Health Department establishes standards on the use and integriq�of solid �aaste <br /> containers. These local rcgulations must meet or excced the State Minimum Functional Standards, VVAC 173- <br /> 304-Z00, which state that: <br /> "Rcusable containers, eacept for detachable containers, shall be rigid and durable; corrosion resistant; <br /> nonabsorbent and �vater tight; rodent•proof nnd casily cleanable; equipped with a close fitting cover;suitable for <br /> handling with no sharp edges or other hazaidous conditions ..:'. <br /> "Detachable containers shall bc durable, cortosion-resistant, nonabsorbent, non-leaking and having either a solid <br /> cover or screen cover to prevent littering." (Note: detachable containers are reusa'ale containers that nre <br /> mechanically loaded or handled, such as a dumpstcr or drop box.) <br /> "All persons collecting or transporting solid wastes shall avoid littering,or the creation of other nuisances at thc <br /> loading point...". <br /> 4-3-1 <br />
