CITY OF EVERETT STORMWATER MANAGEMENT MANUAL
Design and Installation Specifieafions )
See DCSS Drawing#201 for details. Note: the 100 Coot minimum length of the entrance shall be reduced
to the maximum practicable size when the siZe or configuration of the site docs not allow the Full length
(100 Cect).
l. A separation geotextile shall be placcd undcr the spalls to prcvent fine sediment Gom pumping up
into the rock pad. The gcotex4le shall mect thc following standards:
a. Grab Tcnsilc Strcngth(ASTM D4751): 200 psi minimum
b. Grab Tensilc Elongation(ASTM D4632): 30 percent maximum
c. Mullr.n Burst Shength(ASTM D3766-SQa): 400 psi minimum
d. AOS(ASTM D4751): 20 to 45(U.S.standard sieve size).
2. Hog fuel(wood-besed mulch)may be substituted for or cambined with quarry spalls in arcas that
will not be used far permanent roads. Hog fuel is generlly less efiective at stabilizing
consWction entances and should be used anly at sites where the amount of haffic is very
limikd. Hog fuel is not rccommended for entrance stabilization in urban areas. Thc
effecfiveeess of hog fuel is highly variable and it generally requires more maintenana than
quarty spalls. The inspxtor may at any time require the use of quazry spalls if the hog fuel is not
preventing sedimentom bcing trackcd onto pavement or if the hog fuel is being carricd onlo
pavement. Hog fucl is prohibited in permanent roadbeds because organics in the subgrade soils
cause degradation of the subgrade support over time.
!. Fencing(see BMP C 103)shall be installed as necessary to restrict haffic to the construction
enhance.
4. 1Whcnevar possible, the cntrance shall be constructed on a firm, compacred subgrade. This can
substantially increaze t6e cffectivcness of t6e pad and reducc thc oeed for mainteoance.
Mainfenance Standards
1. Quarry spalls(or hog fuel)shall be added i(thc pad is no longer iu accordance with the
spccificetions.
2. If the entrance is not preventing sediment hom being tracked ooto pavement, then altemative
measures to keep t6c stets fice of sediment s6ell bc used. This may includc aa incrcase in the
dimensions of ihe entrance or the installation of a whecl wazh.
3. Any sediment that is tracked onto pavement shall be removed by shoveling or street sweeping.
'fhe sediment collected by sweeping shall be removed or stabilized on site. The pavement shall
nol be cicaned by was6ing down the street, except whcn swceping is ineffective and there is a
threat ro public safety. If it is necessary to wash the strcets, the conswction oC a small sump shall
bc cansidcred. Thc scdimcnt would lhcn be washcd into thc sump whcrc it can bc wntrollcd.
4. My quazrspalls lhat azc loosened from the pad, which cnd up on the roadway shall be removed
immediately.
5. If vehicles arc cntering or exiting the site at poiats othcr than thc conshuction entrancc(s),fencing
(see BMP C l03)shall be installed to control traffic.
6. Upon project completion and site stabiliration, all construction accesses intended as permanent
access tor meintenance shall be permanently stabilized.
Volume fl—Construction Stormwater Pollution Prevention
3-5
