Evergreen Funeral Home proposed the expansion of an existir.q <br /> buildinq on their site located west of Broadway and north of 47th <br /> St. to house a crematorium. <br /> 2. The Everett Municipal Code requires that cemeteries be developed <br /> with a Special Property Use Permit. Section 19.58.020 (B) of the <br /> Zoninq Code requires that Speciai Property Uses must meet three <br /> criteria: <br /> Comoatibilitv. The proposed use must be reasonably compatible <br /> with other uses and potential uses within the qeneral area in <br /> which the use is to be located. <br /> Envirenmental imnact. �The use must not have serious adverse <br /> effFrcts on the environment of the community. <br /> L'47�13c Need. The use must serve the public convenience and <br /> neceseity. <br /> 3. ]1 public hearinq was held before th�a City's Hearinq Examiner on <br /> March 3, 1988. On linrch 21, 1988, the Henrinq Examiner issued a <br /> decision to deny the requeat for a Spacial Property Usa Permit. <br /> 4 . on March 31, 1988, the Applicnnt requested that tha Hearing <br /> Examiner reconsider his decision. <br /> 5. On April 15, 1988, the Henring Examiner issued e decision to deny <br /> reconsideretion. <br /> 6. On April 27, 1968 tha Applicant submitted an appenl of the <br /> Hearinq Examiner's decisinn. <br /> 7. City Council ia reaponsible for henring and deciding appeals of <br /> Hearinq Exnminar decision. <br /> e. On June e, 1988, a public meetinq was held by the Everett City <br /> Council. At that meeting, Council found that errors in fact or <br /> errors in••law may exist and set a public hearing to heer the <br /> appeal. <br /> 9. on June 28, 1988 a public hearing wes held by City Council to <br /> hear the appeal. Testifying on behal! of the City was Mary <br /> Cunninqham, l�ssociate Planner. Testifyinq on behalf of the <br /> Applicant was Lorry Hudson, Everqreen Funeral Home and Tom Adams, <br /> AtY.orney for Evergreen Funeral Home. <br /> l0.
