The purpose of the <br /> reconnaissance was to evaluate the existing critical area conditions on the <br /> property. <br /> The sike is mostly vacant with one small shed in the southwest corner. The <br /> neighboring properties to the north, south, and west are devetoped with single <br /> family residences. Inters.ate 5 borders the east side of the parceL The westem <br /> portion of the sita has a steep east aspect slope from 8roadway. The central and <br /> eastern portions contain a ravine that slopes gentiy to the east. Vegetation across <br /> the site is dominate� by forest and scrub•shrub species, including red alder (Alnus <br /> rubra, Fac), Western red cedar (Thujo plicata, Fac), Douglas-fir (Pseudotsuga <br /> menzfesii, FacU), red elderberry (5ambucus racemosa, FacU), Himalayan <br /> blackberry (Rubus discofor, FacU�, vine maple (Acer circinotum, Fac-), stinging <br /> nettle (Urtico dioico, Fac+), and morntng glory (Convo(vulvus arvensis, Fac+). <br /> A culvert discharges water near the base of the steep slope that flows to the east <br /> within the on•site ravine. 8ased on field examination and research of the City of <br /> Everett's storm drainage maps (attached), the channel that receives flow f;om the <br /> culvert is an artiffcial watercourse. The channel only conveys stormwater that has <br /> bee� inappropriately discharged on this property. No wetlands or strEams are <br /> routed to this drainage. Furthermore, this drainage is not identified as a stream on <br /> the City of Everett's "Critical Areas Map 1." Based on these paraineters, this <br /> drainage does not meet the definition of a stream and is no[ a regulated crittcal <br /> area. <br /> The western, sloped portion of the site is identified on the City's Critical Areas Map <br /> as an erosion hazard area. City development code requires certain protections for <br /> C � .5 <br />
