The City has reawnable use provisions in EMC 19.37.050(B)(1) [hat <br /> allow for development in such circumstance5. The City uses a "Reasonable Use <br /> Decision Process" (EMC 19.37.050(B►(2)), a codified process that outlines the <br /> requirements and review parameters for reasunable use apptications. Consultation <br /> with the City of Everntt's Planning and Community Development staff is <br /> recommended to determine the scope of tliis type of application. <br /> Use of This Report <br /> This Critical Area Reconnaissance Report is supplied to Robert Halverson as a <br /> means of determining on•site wetland and �tream conditions. This report is based <br /> largely on readily observable conditions and, to a lesser exte�t, on readily <br /> ascer[ainabie conditions. No attempt has been made to determine hidden or <br /> concealed conditions. Reports may be adversely affected due to the physical <br /> conditton of the site and the difficulty of access, which may lead to observation or <br /> probing difficulties. <br /> The laws applicable to wetlands are subject to varying interpretations and may be <br /> changed at any time by the courts or legislative bodies. This report is intended to <br /> provide information deemed relevant in the applicant's attempt to comply with <br /> the laws now in effect. <br /> The work for this reporl has conformed to the standard of care employed by <br /> wettand ecologtsts.
