The pur�ose of the <br /> reconnaissance was to evaluate the existing critical area ccnditions on the <br /> prctperly. <br /> The sue is mostly vacant wi[h one small shed in the �uthwest corner. The <br /> �eighbc:mg propertias to the north, south, and west are developed with single <br /> family residences. �n.ers[ate 5 borders the east side of the parceL The western <br /> portion of the site has a s[eep east aspect slope from Broadway. The central and <br /> eastern poruons contain a ravine that slopes gently to the east. Vege[ation across <br /> the site is dominated by forest and scrub-shrub species, induding red alder (Alnus �I <br /> rubro, Fac), Weslem red cedar (Thuj� plicoto, Fac), Oouglas•fir (Pseudotsu3a I <br /> menziesii, FacUj, red elderberry (Sambucus �acemosa, FacU), Himalayan <br /> blackberry (Rubus discofor, FacU►, vine maple (Acer circino[um, Fac•1, stinging , <br /> �e[tle (Urtico dioicn, Fac�), and morning glory (Convolvulvus orvensis, Fac�). i <br /> A culvert discharges water near the base of the steep slope that flows to the east <br /> within the cn•site ravine. 6ased on field examination and research of the City of <br /> Everett's storm drainage maps (attached), the channel that receives flow from the <br /> cuivert is an artificial watercourse. The cha�nel only conveys stormwa[er that has <br /> been inappropriately discharged on this properiy. No wetlands or streams are <br /> routed lo tMs draina,�e. Furthermore, this drainage is not identified as a stream on <br /> the City o( Everet['s "�ritical Areas Map 1." Based on these parameters, this <br /> drainage dees not meet the definition of a sVeam and iz not a regula[ed cntical <br /> area. <br /> The western, sloped portion of the site is ide�tified on [he Ciry's Critical Areas Map <br /> as an erosion hazard area.
