c:roson hazard areas based on a geotec.hnical investigatio. We afvise consultation
with a geotechnical engineer for potential development on or near tns s!ope.
it appears that most or all of this site is encumbered by the sfream, its buffer, and
the erosion hazard area. While permitting and development wiU likely be
thallenging, the City has rea- mable use provisions in EMC 19.37.0508)(1 that
allow fur development in sch circumstances. The ity uses a "Reasonable Use
Decision Process" (EMC 19.37.050(B)(2)), a codified process that outlines the
requirements and review parameters for reasonable use applications. Canwltation
with tte City of Everett's Plammg and Community Development staff is
recommended to determine the scope of this rype of application.
Use of Tliis Report
This Critical Area Reconnaissance Report is supplied to Robert i',alverson as a
means of determining on-site wetland and stream conitions. This report is based
largeiy on readily observable conditfoiis and, to a lesser extent, on readily
ascertainable conditions. No attemp[ has been made to determine hidden or
concealed conditions. Reports may be adversely affected de to the physical
condition of the site and the difficulty of access, which may lead to observatio or
probirg difficulties.
The laws applicable to wetlands are subject to varying interpretations and may be
changed at ay time by the courts or legislative bodies. This report is intended to
provide information deemed relevant in the applicanYs attempt to comply wi!h
the lavs now in effect.
The work for this report has conformed to the s[andard of care employed by
wetland ecologists. No other representation or warranty is made concerning the
work or this report and any implied representation or warranty is disclaimed.
If you should need any furter information regarding this property, please contact
our office at (251 337-317•i.
Cordially,
, '
,
.i <.,
John Laufenberg
Princlpol Wetland Ecologist
Professional We[lond Scientisr
2
a 3
