13. Originally, the monopole was projected to be in the southeast comer of <br />the subject property. However, upon the detertnination that the views <br />from the condominiums south of the site might be impacted, the location <br />of the structure �vas cf�anged to its present location. No objection from <br />any of the surrounding properties was voiced with this move. (Tyler <br />testimcny) <br />14. There are no signs proposed for this project. (exhibit 1) <br />15. Large evergreen trees exist around the eastem and northern perimeters <br />of the site. Some of these trees are off-site and will provide screening of <br />the monopole. There is an existing landscape strip along the eastem <br />property line ac�jacent to Interstate 5 which will not be disturt�ed. It will <br />provide a screen for the ground level uses of the monopole. (exhibit 1, <br />Tyler testimony) <br />16. The proposed structure will not generate nuisance irritants. (exhibit 1) <br />17. The proposal is consistent with the Everett General Comprehensive Plan <br />and the 4.1, Community Business designation. It promotes efficient use <br />of land and minimizes environmental disturbances. (exhibit 1J <br />1 S. While the Applicar�t is not providing colocation on the subject property, <br />the City recommended that the structure be designed to allow colocation <br />of future antennas. The Applicant voiced no objection to this <br />recommendation. (exhibit 1, Tylertestimony, Olson testimony) <br />19. The proposed monopole will be consistent with all City ordinances, State <br />and F�deral statutes and regulations. (exhibit 1) <br />20. In addition to the general evaluation criteria for Special Property Use <br />Permits, the application is also subject to review of special evaluation <br />criteria as set forth in EMC 19.41.150.D.2.c. A summary of these criteria <br />is: <br />(a) All utility and communications facilities shall be designed, <br />landscaped, or othenvise screened to ensure compatibility with <br />surrounding properties. <br />(b) Antennas associated with above ground utility of communication <br />facilities shall be located on existing or repi�cem2nt towers or structures <br />to the maximum extent technically feasibie to discourage the proliferation <br />of tower structures. <br />5 <br />
