The Applicant provides wireless communication service throughout the <br />State of Washington, Puget Sound and the City of Everett. The demand <br />for this service has increased and has created what the Applicant <br />described as "capacity problems". Problems result in dropped calls, poor <br />quality calls and busy signals for those using the Applicant's service. In <br />order to increase and improve the service, the Applicant must have <br />additional monopoles, inGuding that baing proposed. (exhibft 1, Tyler <br />testimony, O/son testimony) <br />8. The proposed monopole and antennas will not place a burden on the <br />City's existing public services structure. Because the facility will be <br />unmanned with no employees or customers on-site, no additional traffic <br />will be generated. There is no need for water or sewer service at the <br />site. The streets, utilities and public services are adequate to serve the <br />proposed use. (exhibif 1, Ty/ertestimony) <br />9. There will be tra�c during construction, but after construction there will <br />be approximately one maintenance vehicle per month visiting the site. <br />The proposed monopole will net create a significar�t impact on traffic. <br />(exhibit 1, Tyler testimony) <br />10. Access to the site will be of� Broadway Auenue. However, with the <br />limited visitation to the site, off-street parking, on-site circulation and site <br />access are not an issue. (exhibit 1, Tyler tesfimony) <br />11. The proposed monopole is projected to be located in the northeast <br />comer of the trailer sales business. The closest structure to the <br />monopofe will be 4he traile� sales building which is immediately west of <br />the monopole site. There will be no impacts to other buildings or <br />properties in the area. (exhibit 1, Tyler testimony) <br />12. The site will be compatible with surrounding properties. Interstate 5 is <br />Iocated west of the monopole site; there is an opened right-of-way <br />(Mountain View Lane) immediately south of the site. The closest <br />residential building is approximately 300 feet to the south. Views from <br />the residential building are directed to the east towards the Cascade <br />Mountains and not to the north, the proposed location uf the monopole. <br />No view conidors will be impacted.
