Revised Conditions of Approv�l irom Sleve Ingalsbe, Everett Planniny <br />Department, dated August 21, 2008 <br />All of the exhibits are available for inspection at the Hearing Examiner's Office locafed at <br />2930 Wetmore Avenue, 8th floor, Evereit, Washington. <br />Based upon a review of the above record, the following Findings of Fact and <br />Conclusions hereby constitule lhe basis of the decision of the Evereti Hearing <br />[xaminer. <br />FINDINGS OF FACT <br />The Applicant requested approval of an SPU for improvements to an existiny <br />struclurc• at 8223 Broadway Avenue, Everett, Washington. The improvements <br />would be fo; construcfion of four temporary residentfal spaces that would house <br />up to eight res:dents. Upon completion, the facility would also provide services <br />for adults with mental illnesses and would include case management, m��iication <br />services, life skill training, pre-vocalior�al lraining, and employment and .�sing <br />assistance. The only use requiring an SPU is the housing element of thc: nslant <br />project. (exhibit 1, staff report; exhibit 4, narrative; ingalsbe testimony) <br />2. 7he subjecl property has a zoning designation of C-1, Commercial'. The <br />proposed project qualifies as a"temporary shelter home" as defined in the <br />Everett Zoning Code (19.36.150). Temporary shelter housing in a C-1 zone is <br />subject to a Type ill SPU. (exhibit 1, staffreporf; Everett Municipal Code (EA1C) <br />Chapter 19—TaGle 5.1) <br />' In the staif repoA (exhibft 1) the zoning designation was incorrectly identified as R4, Single•Family <br />Detached Medium Density. The correct zoning designation was presented at the public hearing. <br />
