3. The site is developed with an existing commerGial building with associated <br />parking and landscaping. An exis(ing billboard is also lo�`ed on ihe southwest <br />corner of lhe site. The properties to the norih and south are zoned C-1 and are <br />developed with commercial uses. The property to the wesl is zoned C-1 and is <br />developed with muNi-family housing. The only development to ihe east is <br />Interstate 5. In addition lo the shelter, the <br />facility �vould provide services to its tenants. There would be an office on-site for <br />staN purposes. (exhibit 1, staff report; exhibit 4, narrative) <br />5. The Applicant provides services to adults lhroughout Snohomish County who <br />have severe and persistent mental illnesses. These services are many and <br />include case management, medicaiion services, living skilis training, socialization <br />activities, psycho-education and support groups, pre-vocational training, and <br />employment and housing assistance. individuals residing at the subject property <br />could reside there for a maximum o( 30 days. The subject properly is localed on an arterial slreet, Broadway Avenue. There <br />are existing uUlities to the site and no changes to lhe infrastructure of the City of <br />Everelt or the subjecl property would be required. The only changes to the siie <br />would be ihe four resideniial space improvements and the office space for the <br />staff. Using City ordinances and calculation standards, a fee of <br />$2,124.00 was determined to be the amouni needed for miligstien of lhe impacls <br />generaled by 1he project. While the City is iri the process of designing street improvements and <br />widening Broadway Avenue, the project is still in planning stages. When lhe <br />improvemenis occur, ihey would include sidewalks, and the mitigalion would be <br />used for such purposes. (exhibit 1, staff report; Ingalsbe testimony) <br />9. As noted, Ihere is a� e ��sting parking lot on-site, and vehide circulation of the lot, <br />as depicted on exhibit 3, is acceptable to fhe Cily. Parking requirements for the <br />office space reGuire one parking slali for 400 square feei, and the total parking <br />for the residenlial and ihe office uses would be 14 parking stalls.
